About the Position: The primary focus of the project controls Program Manager position will be on the Implementing Agreement with the Panama Canal Authority (ACP). This position requires a high level of data analysis and reporting to senior levels within USACE and ACP.
Duties
Negotiates and integrates all district functions, stakeholder needs, regulatory requirements, and other agencies’ commitments in support of assigned projects into a comprehensive management plan
These plans include development of the Project Management Plans (PMP) and Program Management Plans (PgMP).
Integrates project scope and criteria, schedules and milestones, budgets, and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria.
Provides input for process improvements and refinement of best practices for district programs.
Responsible for seeking out and bringing together disparate information sources into a cohesive, meaningful form for HQs, regional, and district leadership.
Controls and manages project milestones and budget throughout the project or program lifecycle.
Reviews and analyzes cost reports to assure charges are authorized and appropriate
Serves as the district’s point of contact for assigned projects and programs with stakeholder, Federal, state, and local government agencies, Congressional interests, Partner Nation representatives, other external organizations/ higher authorities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time including OCONUS travel.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
Qualifications
The incumbent of this position will work remotely for one year and then PCS to Panama.

To qualify for this position you must meet the qualification requirement listed below:
Specialized Experience: One year of specialized experience which includes: 1. Develops and manages project budgets and schedules to ensure funding commitments are met for Interagency and International Services, military, and civil works projects; 2. Oversees work on large technical support efforts as well as for design and construction projects and programs with an emphasis on project controls; and 3. Creates project and program deliverables, to include trend analysis, project and program schedule retrieval, analytical evaluations, interpretation, and decision briefs for review by higher officials and stakeholders.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
