About the Position: Incumbent will serve as the Deputy District Engineer for Programs and Project management and Chief of the Programs and Project Management Division. The incumbent will be delegated full authority for management decisions related to major district Civil, Military, Environmental, and International Interagency Support (ITS) programs and projects.
Duties
Serves as the Deputy for Programs and Project Management and Chief of the Programs and Project Management Division, responsible for the vertical and horizontal integration of products to produce the projects and manage the program.
Provides continuity of corporate leadership in assessing district mission and work requirements and in developing corporate plans, goals, and objectives.
As the senior civilian, represents the district’s civilian workforce, and supervises a staff of branch managers.
Interfaces with customers and sponsors, represents the district commander with officials of other government agencies, and the public on district capabilities for proposed and approved projects.
Provides management oversight and direction on the development of PSP/PMP's.
Monitors studies, design and construction fiscal progress, analyzing deviations, problems, and develops solutions to assure commitments are met.
Requirements

- This position has a Temporary Duty (TDY) requirement of up to 25%.
- This position requires the incumbent to submit an annual Financial Disclosure, OGE 450, annually.
- This position requires the incumbent to obtain and maintain a Secret Security clearance.
- Position is designated as Mission Essential.
- Position requires the completion of a 12-month supervisory probationary period unless already completed by the incumbent.

Specialized Experience: One year of specialized experience which includes: (1) a broad Program and Project Management background and experience in various Construction, Design, Environmental and Interagency programs; (2) analyzing and applying Corps of Engineers' procedures, policies, funding authorization and appropriation processes; (3) demonstrating application of program or project management critical skills such as the ability to manage scope, schedule, and budgets with consideration of risk, governance and stakeholder management; and (4) applying knowledge of delivery processes. This definition of specialized experience is typical of wok performed at the next lower grade/level position in the federal service (GS-14).
