The Administrative Officer position oversees the department's budgetary planning activities, determines staffing needs, manages fund control points and expenditures, identifies and secures equipment needs, establishes contracts, and updates the department's policies and procedures within the Environmental Management Service for the VA Eastern Colorado Health Care System in Aurora, CO.
Duties
Duties include but are not limited to:
Interpreting administrative policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to top management on department related issues.
Conducts scientifically valid studies as mandated by various regulatory agencies to evaluate and provide comprehensive insight into numerous factors impacting EMS's operations and the level of satisfaction experienced among ECHCS staff and patient communities.
Conducting other studies involving budgeting, costing, staffing, health systems, etc. and formulating recommendations for the Chief, EMS concerning these areas are additional requirements of this position.
The incumbent acts as the liaison with Human Resources concerning minor to complex personnel and labor relations issues.
Provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures, assists supervisors in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions.
Resolving a variety of day-to-day personnel and payroll issues and providing consultation to line-managers relative to the recruitment and selection of employees within the framework of the Office of Personnel/VHA regulations.
The incumbent serves as the Control Point Official for all EMS Fund Control Points and is responsible for developing and presenting budgetary needs, developing a comprehensive business plan based on the agency's funding criteria and managing the department's almost eight (8) million dollar annual funding allocations.
Maintains an efficient and effective accounting system of which results in timely payment of the department's obligations; systematically audit financial resources; and respond to requests for and preparation of accurate financial information as required by the Service Chief
Conduct quality reviews and coordinate annual reports
Represent the department at various meetings and/or serve on selected ECHCS committees
In the absence of the Chief and/or Assistant, the incumbent will serve in the respective role(s);
Develop training programs related to methods and procedures for employee performance improvement in EMS.
Government Purchase Card Holder/Approving Official and Contracting Officer Representatives on Service Contracts.
Performs other duties as assigned.
Work Schedule: Monday -Friday 7:00AM-3:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; knowledge of human resource processes, human relations, group or team dynamics, and various problem-solving techniques; preparing letters, reports and presentations; retaining procurement records and reconciliations; ability to present staffing recommendations and negotiating solutions to disputed recommendations; ability to effectively communicate orally and in writing to a wide variety of audiences. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level (completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.
