This position is the Program Support Assistant assigned to the HealthCare for Homeless Veterans (HCHV) Program under Social Worker Service, Central Texas Veterans Health Care System (CTVHCS) in Temple, TX.

Duties

Major duties include, but not limited to: Provide administrative support assistance relative to budget and statistical reporting for contracts and Grant Per Diem transitional housing Programs. Provide direct administrative program and clerical support to the Coordinator and HCHV clinical staff located in Temple, Waco, and Austin. Responsible for the management, coordination, administration and control of all budget functions for the HCHV Program. Control point Assistant for the transitional housing contracts, residential treatment contract, and Grant Per Diem (GPO) transitional housing programs. Review invoices received monthly from contract transitional housing, Grant Per Diem Programs, and will audit all invoices for services provided by contract and grant providers. Determine if invoices conform to all legal requirements assuring services were provided during the authorization validity period and charges do not exceed the basic contract allowance rate of services authorized. Checks invoices/withdrawal forms for accuracy and completeness making appropriate corrections on improperly prepared invoices or return invoices/withdrawal when all necessary· information is not given. Coordinates reception and telephone coverage for the program, under the guidance of the HCHV Coordinator/Supervisor and clinical staff. Screens, monitors and controls business papers, correspondence, and records throughout the services, including the coordination of action papers with office and agency staff Receives, screens, assigns, and monitors externally and internally generated correspondence and inquires. Ensures the timely and accurate typing of reports, studies, and correspondence. Demonstrates a good working knowledge of the Outlook and VISTA systems, with specific emphasis on CPRS and Event Capture. Incumbent must be aware of, and exercise, computer security measures in the daily performance of his/her duties. Serves as the ADPAC representative for HCHV staff and back-up ADPAC for Social Work Service as needed. Solves on-the-spot PC problems and is the person that the HCHV staff go to for PC or printer trouble shooting. Serves as the Timekeeper to the HCHV staff and back-up support for administrative staff within Social Work Service. Work Schedule: Monday- Friday, 0800-1630 Position Description Title/PD#: Program Support Assistant (OA)/PD08621O Physical Requirements: The work is performed in a clinical/office setting. Work areas are generally small and in high traffic areas, with many interruptions. The work area is adequately lighted, heated, and ventilated. The incumbent observes established safety standards and practices as defined in the current Medical Center policy.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: responsible for management, coordination, administration, and control of budget functions. Review invoices received from contract transitional housing, programs, and completes audit of all invoices, comparing authorization on file ensuring only services approved are submitted for payment. Certify invoices/withdrawals for payment in compliance with provision of the Prompt Payment Act. Administrative processing of new staff by assisting them in obtaining required computer access. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. (Office Automation) (any grade): 40 words per minute typing speed. There is no educational substitution for the GS-06 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
