To serve as command budget analyst performing program planning and analysis for DoD appropriations, program elements and elements of expense for a variety of Headquarters United States Special Operations Command (HQ USSOCOM) systems.
Duties
Performs budget execution work for a variety of Headquarters United States Special Operations Command (HQ USSOCOM) programs and weapons systems.
Performs budget formulation work involving preparation of detailed analysis and estimates of funding needs.
Prepares guidance and provides financial advice on budgetary matters.
Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs and conducts budgetary analysis and reviews.

- Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
- Position is a designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- As a mandatory requirement for employment and incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied as a TDP.
- DoD Financial Management Certification Level 2 is a requirement of this position and must be achieved by the incumbent within two years of entrance into this position. Incumbent shall adhere to the guidelines and requirements of the certification.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in depth, intensive knowledge of the policies, precedents , goals, objectives, regulations, and guidelines of USSOCOM budget formulation and budget execution of sufficient to analyze and evaluate continual changes in program plans and funding and their effect on budget program milestones; to analyze financial and budgetary relationships to develop recommendations for budgetary actions under conditions and time pressures due to: short and rapidly changing program and budgetary deadlines and objectives; gaps and conflicts in program and budgetary information; lack of predictive data; conflicting program and budgetary objectives; and changing guidelines for the work.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of SOCOM structure, programs and methods of organization(s) for accomplishing budgeting work.
Knowledge of agency budget procedures, regulations, policies, and guides to formulate, justify, analyze and execute assigned budget in support of the HQ USSOCOM mission, structure, goals, work process, and programs.
Knowledge of the agency budget policies, precedents, regulations and guidelines and knowledge of budgeting administration requirements at various organizational levels.
Knowledge of computerized budget systems and computer-generated products in accomplishing budgeting assignments.
Skill in selecting and applying a variety of analytical methods and techniques to budgetary processes to analyze and evaluate the effects of changes in program plans and funding, develop alternatives, and make recommendations to resolve budget/funding problems, and conduct studies and analyses.
Ability to communicate clearly and effectively, both orally and in writing to justify, defend, present, and/or advise on budgetary process/actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
