This position serves as a Lead and Senior Financial Data Analyst for the Office of Financial Data and Technology (FDAT) under the Office of the Chief Financial Officer, within the Federal Highway Administration (FHWA), Department of Transportation (DOT). The incumbent in this position provides direction and guidance for financial data management to achieve the objectives of effective and efficient operations, reliable financial reporting, and compliance with applicable laws and regulations.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience conducting analyses and evaluations of financial systems in order to provide financial data re-evaluation, data integration, data enhancements, and/or data transparency.
Experience applying and reviewing compliance with 2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
Experience utilizing interrelated IT systems, sources of data, flow of information, and/or availability of data among the various users, governmental agencies, private sector organizations, and/or the states.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1) Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with understands, and evaluates technical information related to the job; advises others on technical issues.
2) Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
3) Financial Systems - Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls.
