The primary purpose of this position is to serve as Chief, Total Force Analysis Branch with the responsibility of executing programs and directing all wartime force assessment/analysis, unit type code (UTC) management, UTC validation, special analysis, and automated wartime manpower analysis tools development activities of the Branch.

Duties

Leads a branch that conducts Total Force assessments/analysis. Develops goals and objectives that integrate Department of Defense (DoD), HHQ, USAF, AFMAA, and Wartime Analytics Division objectives. Establishes policies and procedures for accomplishment of the assessment/analysis studies. Ensures that the outcomes of the studies comply with legal and regulatory requirements and meet customer needs. Responsible for conducting comprehensive assessment/analysis studies across the spectrum of organizations, functions, and work processes, and provide management consultation to improve effectiveness and meet Air Force and Combatant Commander wartime requirements. Exercises supervisory personnel management responsibilities. Keeps employees informed of management goals and objectives, as well as of changes in regulations, policies, and procedures governing the work. Advises and provides counsel to employees on work and administrative matters including application of the policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Serves as branch point of contact for assigned study requests from DoD, Combatant Command, and Air Force functional authorities. Answers questions, researches, and presents comprehensive background material on specific functions, and identifies substantive study opportunities. Reviews and coordinates efficient project plans to meet customer requirements. Monitors study team performance, ensures wartime capabilities, operational planning, Unit Type Code (UTC) construct, deployed mission beddown, enhanced protective posture, in-place wartime/committed to Combatant Commander, and mission assessment is performed according to Office of Secretary of Defense (OSD)/Joint/AF guidance, instructions, and planning to produces valid and accurate data. Provides strategic planning and technical guidance as well as seasoned consultative advisory services throughout the AF, including manpower planners in the Area of Responsibility (AOR) on the diverse wartime/contingency requirements of the Manpower Management Career Field. Provides guidance, advice, and policy interpretation to develop solutions to especially complex problems and program improvement. Acts as UTC Manager for all Air Force UTCs (4000+). Oversees the development/maintenance of all automated wartime manpower analysis tools. This includes developing/maintaining the tools, training, and guidance for automated analytical tools.

  • The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays.
  • Overtime and/or emergency overtime may be required.
  • The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Required to have completed the Contingency Wartime Planning Course.
  • Must be able to obtain and maintain a Top Secret clearance
  • Working study/project events may require working in maintenance production and manufacturing environments.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a centrally managed position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes conducting total force assessments/analysis studies that include performing wartime capabilities analysis, developing constructs/matrices that determine the various manpower specialties and quantities at locations, as well as determining the most effective component mix. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of qualitative and quantitative manpower resource management techniques to apply management engineering principles, concepts and methodologies, and financial management directives, concepts, procedures, guidance and policy, to include knowledge of wartime manpower determinant development/analysis processes to meet agency requirements. 2. Extensive knowledge of the mission, roles, functions, organizational structures, and operation of agency organizations to provide input or study support to DoD, Combatant Commands, HQ USAF, and MAJCOMs and staff. 3. Expert knowledge of Office of Secretary of Defense (OSD) Defense Programming and Planning Guidance (DPPG), OSD Defense Planning Guidance (DPG), OSD Defense Planning Integrated Security Construct scenarios, Air Force Planning and Programming Guidance (APPG), Joint & AF Operational Planning, and Air Force Concepts of Operations (CONOPS), long range DoD and AF doctrine, joint vision, and strategic planning goals and objectives and of agency missions, goals, and objectives, and sequence and timing of operations such as deployment and mobilization, sufficient to fully understand wartime, as well as peacetime, manpower policies. 4. Skill in communicating with others in a courteous, tactful and diplomatic manner to enlist cooperation in completing assigned tasks. 5. Expert ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons to present and recommend solutions in a logical, cohesive format. 6. Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors/study leads, and analyze plan, and adjust work operations to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
