About the Position: Serves as a Management and Program Analyst, and expert consultant within the Office of the Chemical Materials Activity (CMA), Recovered Chemical Materiel (RCM) Directorate. This position is located in Aberdeen Proving Ground, Maryland.
Duties
Develop procedures and systems for assessing the effectiveness of administrative control systems, such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.
Develop procedures for managing highly controversial projects for assessment and destruction of recovered chemical weapons.
Manage program execution to ensure all actions in compliance with approved plans and programs.
Develop and present monthly budget summaries.
Analyze management systems to identify and resolve issues related to functional resourcing areas.
Review funding requirements are consistent with budgetary funding guidelines.
Monitor and correct the submissions of financial data to general funds enterprise business system.
Analyze costs incurred to ensure expenditures remain within budget constraints.
Prepare and review all program descriptions and justification documents submitted for the organizations budget plan.
Generate plans, funding reports and cost estimates for management evaluation of program execution/relevant policies.
Provide financial advisory services including financial information, trend analysis, budget guidance to managers and staff through the organization.
Ensure the distribution of resources for major reprogramming of funds or restructuring of projects/programs.
Authority to present official views and to make decisions and commitments pertaining to the assigned functions.
Direct phases of exploratory advanced or engineering development of a critical Chemical Demilitarization (CD) programs.
Establish an economical position structure that serves the missions long-range budget plan.
Prepare Program Planning Budgetary Submissions throughout the budget cycle and prepare/submit execution reports to Army and DOD levels.
Develop and/or evaluate program schedules assuring appropriate emphasis upon each of the various activities within the program and maximum utilization of available manpower resources.
Determine the feasibility of work plans developed by project officers to meet or exceed the organization's program milestone dates.
Report on program accomplishments to highest level of management justifying and supporting crucial and far-reaching program actions.
Review project plans, policies, and objectives with staff to achieve an overall integrated budget approach.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is a Financial Management Level 3 certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 212 to be completed within 24 months of appointment to the position.

Specialized Experience: One year of specialized experience which includes 1.) Developing near-term and life cycle cost analyses for chemical demilitarization field missions, while reconciling shifting changes in DoD budgetary allocations; 2.) Applying budgetary principles and methods for earned value management analysis of deployment and chemical demilitarization operational plans; AND 3.) Directly interfacing with internal and external stakeholders, including other government agencies, for the planning and execution of high visibility and complex programs to achieve the overall integrated goals of the organization. The definition of the specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
