This position is with the U. S. Department of Labor, Occupational Safety and Health Administration (OSHA), in the Directorate of Administrative Programs (DAP), Office of Financial Management.
This position is at the full performance level.
This position is Outside the bargaining unit.
This position is NOT remote. Selectee will be expected to report to the office.
Duties
Develop the portions of the OSHA Strategic Plan and OSHA Performance Plans related to resource allocation and budget year program priorities.
Direct the development and transmittal of budgetary instructions for National and Regional office personnel engaged in the development of program budget estimates.
Initiate or review requests for reprogramming of funds between budget activities and recommends approval or disapproval.
Review and interpret legislation and policy to determine effects on budget and program priorities.
Recommend orally to the Office of the Assistant Secretary and Executive Staff the funding levels that comprise operating budgets.
Prepare the annual FTE plan for OSHA, allocating the ceiling between quarters of the fiscal year in a way that maximizes the effectiveness of the resources provided to the agency.

- Requires a supervisory probationary period if the requirement has not been met.
Qualifications
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
To qualify for the GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14. Qualifying specialized experience for the GS-15 includes: Reviewing or interpreting legislation or policy to determine effects on budget priorities; participating in the preparation of financial status reports to track expenditures and/or obligations for budget approval; analyzing/forecasting key financial indicators to determine affects on agency budget operations; advising on the development of resource requirements.
