Serves as the Deputy Director Program Manager for the Air Vehicle Mission Systems PMO. You will be responsible for leading and facilitating critical program management, technical, and business efforts of the F-35 Lightning II Joint Program Office follow-on modernization program including Technology Refresh 3 and the Block 4 suite of capability valued at over $10B.

Duties

You will assist the PM in facilitating the attainment and execution of resources to ensure the F-35 Mission Systems programs attain cost, schedule, and performance goals. As the Deputy PM, you will assist the PM to guide the efforts of the F-35 Mission Systems teams in the development and execution of innovative approaches to attain programmatic modernization goals. You will assist the PM in leading the AV/MS teams along with encouraging cross-functional collaboration in an assessment of customer needs and the allocation of resources to successfully execute the F-35 Mission Systems Portfolio. You will anticipate and implement strategies addressing budgetary and Congressional inquiries into the F-35 Mission Systems Portfolio. You will direct the military, government civilian, and contractor personnel of Mission Systems in the implementation of the Director's and PEO's strategic goals. You will develop and convey products that inform stakeholders of JPO, Services, Foreign Partners, OSD and Congressional on the status, way forward and strategic vision of F-35 modernization efforts.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (NH-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Demonstrating program management experience in an ACAT I/II program; (2) Utilizing principles of technical and business systems and associated processes and practices used to manage weapons systems acquisition; (3) Planning for and synthesizing requirements of functional areas, including engineering, logistics, budget, configuration management and other functional specialties into integrated strategies and processes to support an acquisition program; and (4) Recognizing and analyzing problems, conducting research, summarizing results, and making appropriate recommendations..
