This is a temporary appointment. Appointment to this position will not convey permanent status and will be for a period not-to-exceed 1039 hours in a service year.
Duties
Duties will be developmental in nature when filled below the GS-7 level.
At the GS-7 level, will apply a full range of geospatial analytical techniques to identify, interpret, and resolve moderately complex GIS issues and complete a variety of well-precedented projects and assignments.
Responsible for the acquisition and management of a wide range of spatial information required to support the management of public lands.
Implement analytical techniques necessary to solve various procedural and factual geospatial and GIS issues (i.e. identifying data needs for specific projects, determining compatibility with other platforms, locating missing information).
Work with other BLM offices, and other Federal, State, and local agencies to coordinate data capture and analysis projects.
Coordination and implementation of GIS activities includes: development of project objectives, evaluation of adequacy of existing data sources, creation/modification of GIS coverage, databases, analysis, and preparation of final output products.
Duties also include input into a variety of databases and providing technical user support for all aspects of geospatial data and software.

Qualifications

GS-05 Must haveat least three years of general experience, one (1) year of which was comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) that demonstrates the ability to 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing.
OR
Have successfully completed a 4-year course of study leading to a bachelor's degree or have a bachelor's degree in any field.
OR
Successful completion of a combination of experience as described in A and education as described in B which, when converted to percentages, equals 100% of the total requirement. To combine education and experience, first determine your total qualifying experience as a percentage of the experience required for the grade GS-05; then determine your education as a percentage of the education required for the grade GS-05; and then add the two percentages. The total percentages must equal at least 100 percent to qualify you for the grade level.
GS-07: One year of specialized experience equivalent to the GS-5 level. Examples of specialized experience includes providing technical user support for geospatial data in a natural resource context, and familiarity with a variety of databases and associated outputs. Conducting research to locate and obtain information from existing databases. Providing trouble shooting and user support assistance for GIS related problems. OR One full year of directly related graduate level education OR superior academic achievement*. OR Equivalent combinations of education and experience are also creditable.
*Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses 2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands/Work Environment: The work is primarily in an office setting, sedentary, requires long periods of sitting in one position, and intense concentration for several hours at a time. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and tight deadlines with limited resources. Occasional fieldwork may be required in support of resource mapping projects, involving extended days of travel in remote settings and in poor weather conditions.
