This position is located within a Forest Service Unit with responsibility for administering several National Forest level programs. Major duties include strategic planning, program and budget development, and related program management tasks. Duties

Develop program budgets and annual programs of work to carry out the objectives of the local unit as identified in the unit plan; Review unit programs to ensure compliance with forest direction and all other applicable laws, regulations, and policies; Collect data, analyze program needs, and recommend action to maintain a balanced budget for assigned program function and ensure program plan objectives are met; Develop plans on the unit for input to the unit land and resources management planning effort; Develop long and short-range plans for forest management activities; Evaluate effectiveness of the unit resource program for the forest land and resources management planning effort; Maintain contacts with professional organizations and other stakeholders interested in recreation or lands management to keep abreast of new techniques, procedures, and methods; Participate with other federal, state, and local agencies, private organizations, and other entities to promote and improve partnerships; Plan the work to be accomplished by assigning work to employees and establishing production or quality standards for the unit’s work; Establish and communicate guidelines and performance requirements to employees including conducting formal performance reviews and identifying developmental and training needs of employees; Foster an inclusive workplace where diversity and individual differences are leveraged to achieve the vision and mission of the organization.

Requirements

  • You must be a US Citizen or US National.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Provide course descriptions as necessary. Specialized Experience Requirement: Applicants must have one year of specialized experience equivalent to at least the GS-11 level. Specialized experience is defined as three or more of the following: Projected the cost of each program based on staffing, equipment, and supply needs; and/or Collected data, analyzed program needs, and recommended action to maintain a balanced budget for a unit's programs; and/or Provided expertise and advice in the administration of wilderness, recreation, trails, special uses, or related programs and management activities; and/or Reviewed and monitored recreation, wilderness, and related management activities, and recommended ways to achieve goals and objectives, and reported accomplishments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
