These positions are located in the Bureau of Land Management (BLM), Medford, OR and Spokane Valley, WA. The primary purpose of these positions is to provide interpretation, program leadership and implementation for the development of major planning efforts such as Resource Management Plans (RMPs) and Environmental Impact Statements (EISs), for lands, minerals, range, fire management, wildlife, recreation, and forestry activities.

Duties

Salary Ranges - Medford OR: GS-11: $69,107 - $89,835 per year; GS-12: $82,830 - $107, 680 per year. Salary Ranges - Spokane Valley, WA: GS-11: $76,860 - $99,914 per year; GS-12: $92,123 - $119,760 per year Major Duties for the GS-11 level will be similar to those listed below with closer supervision. At the full performance level (GS-12), Major Duties include, but are not limited to: Planning, leading/supervising, coordinating, and implementing resource management planning activities in the field; ensuring Risk Management Program (RMP)/ Environmental Impact Statement (EIS) documentation meets prescribed quality standards and follows the Federal Land Policy and Management Act (FLPMA), the National Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ) regulations and Departmental and Bureau guidelines. Developing planning schedules and public participation plans to guide the district planning process; planning, organizing, reviewing, and leading the preparation of planning documents including pre-planning analysis, management situation analysis, RMPs, EIS preparation plans and draft and final EISs. Serving as a technical liaison between Field Offices and other entities, such as the State Office, other BLM offices, Washington Office, Regional Solicitor's Office, other Federal, State, and local government agencies, Indian Tribal Governments, contractors, and external customers. Monitoring the RMP/EIS budget and ensuring RMP/EIS are completed within the prescribed cost target & timelines. Interpreting planning NEPA laws, regulations, policies, and guidance for the district; monitoring the resolution of a wide variety of protests and appeals; developing planning and NEPA guidance for district use that may be in the form of Instruction Memoranda (IM), Information Bulletins (IB), desktop references, and/or handbooks; and coordinating identification of inventory and data collection needed to conduct resource management planning and NEPA decision-making efforts.

Qualifications

In order to qualify you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. Minimum Qualification Requirement, GS-11: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Conducting resource management activities in accordance with environmental laws; (2) Utilizing natural resource laws and regulations to analyze and draft and/or write, in final form, planning documents; (3) Assisting with coordinating the planning of National Environmental Policy Act (NEPA) programs; and (4) Conducting trainings or technical presentations related to land, environment, natural resources, and/or land usage. OR Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., in a field that demonstrates the knowledge, skills, and abilities in related disciplines to conduct the work of this position. OR Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). Minimum Qualification Requirement, GS-12: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Leading resource management activities in accordance with environmental laws; (2) Utilizing natural resource laws and regulations to analyze and/or write planning documents; (3) Coordinating the planning of National Environmental Policy Act (NEPA) programs; and (4) Conducting trainings or technical presentations related to land, environment, natural resources, and/or land usage. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level and One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

There is no substitution of education for experience at the grade level(s) of this announcement.
