This position is located in the Division of Operations Support, in the Medford District, Oregon State Office.
Duties
The Project Manager (Lands & Realty) serves as the Project Manager and Interdisciplinary Team (IDT) Lead for any number of multi-disciplined projects relating to public land use development, improvement, maintenance, and monitoring (Dingle Act/Land Water Conservation Fund (LWCF)/Land Tenure/Easement/Major Right-of -Way (ROW)/Road Right-of -Way (RROW)/Leases/Permits and Trespass). Identifies and provides expert land use advice to the State Office for the prioritization of projects. Acts as the resident expert for environmental law, regulation, and policy as it pertains to Lands and Realty. Identifies projects and milestones, then develops and implements project, incorporating the Code of Federal Regulations (CFR): Title 43 - Public Lands, Federal Land Policy and Management Act of 1976 (FLPMA) and the National Environmental Policy Act (NEPA) of 1969 requirements, as appropriate, into milestones. Develops and tracks project schedule and resource requirements in Microsoft Project Professional software application (or another project management spreadsheet such as (Smartsheet) until project completion. Defines and maps a logical path to completion, ensures all deliverables are appropriately assigned across IDT team members. Leads and coordinates a variety of special projects to meet management needs. Special projects may consist of matters pertaining to application of new science, briefing of upper management or partners, and/or solving critical problems of a particularly unique or highly controversial nature. Develops and prepares draft proposals for agency leadership to acquire staff, money, or time, and/or make recommendations about how resources should be reorganized, prioritized, and assigned to expedite project completion. Prepares contract statements of work with Resource Specialists and other supporting documents for contracting inventories or NEPA documents and other services related to implementing projects.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Planning, coordinating, and managing land acquisition, exchange and disposal projects to include establishing a system to review, control, and report on project status; (2) Preparing detailed action plans and schedules for long and short-range project accomplishments; (3) Conducting technical reviews, maintenance, and monitoring (Dingell Act/Land Water Conservation Fund (LWCF)/Land Tenure/Easement/Major Right-of -Way (ROW)/Road Right-of -Way (ROW)/Leases/Permits and Trespass).; (4) Analyzing plans, proposals, or ideas to assess their merits and the potential impact of proposals to make technical changes and develop alternatives to projects; and (5) Creating and implementing long-term, administrative records.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
