The primary purpose of this position is: To serve as technical advisor to the Chief, Ground Battle Management Systems Branch in the Air Combat Command's Directorate of Operations, C2ISR Operations Division applying rated military experience.
Duties
Works with the Branch Chief to organize, train, and equip the Control Reporting Center and assigned forces. Applies Air Force rated command & control military experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for short/mid/long range implementation of assigned major command program(s).
Participates with the Branch Chief in the exercise of branch workflow assignments and responsibilities.
Serves as the command focal point for command policy, guidance, functional management and execution oversight of all activities related to the design, employment, training and sustainment of the CRC Weapon System & operations- the combination of hardware, software applications, data, external interfaces and trained personnel that form the backbone of a CRC.
Incumbent is responsible for the day-to-day monitoring of CRC operational status, leads ACC activities to influence the future development of the CRC and formulates long-term fielding and sustainment plans.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Employee must be able to obtain and maintain a Top Secret security clearance. Clearance is mandatory to effectively perform the aspects of the job because most duties will be classified.
- Work may require weekend and/or mid-or night shift duties based on national disaster, emergencies or other contingency operations.
- CRC experience and MAJCOM staff experience required.
- This is a Testing Designate Position. The employee is subject to random drug testing, (IAW HQ-USAF letter dated 29 Jan 90).

- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations
Qualifications
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for developing, managing, executing and assessing activities related to designing, training, equipping, employing, and sustaining the Control Reporting Center (CRC) ; mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Air Force's planning, acquisition, and management process to provide PPBS support to long-range Air Force plans such as war, mobilization, exercise, deployment, and similar operations planning efforts. Comprehensive knowledge of the Federal, DOD, and Air Force planning, programming, and budgeting process (PPBS); and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for developing, managing, executing and assessing activities related to designing, training, equipping, employing, and sustaining the CRC.
Knowledge of DOD, joint, Air Force and CRC program goals and objectives for designing, training, equipping, employing, and sustaining the CRC and the sequence and timing of key events and milestones, while using methods of evaluating the effectiveness of planning actions related to actual events; and knowledge of the relationship of the various command entities involved in overall program planning and execution.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of a MAJCOM branch organization
Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources where proposals involve substantial resources, and may require extensive changes in established concepts and procedures.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
