This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Durham VA Medical Center (VAMC) in Durham, North Carolina, within Community Care (OCC) service.

Duties

Major Duties include but are not limited to: Training Coordination: 50% Develops and maintains high quality and up to date training materials and presentations for all things related to Care in the Community program (CITC). Coordinates preceptorship and provides training to existing and new staff in CITC. Coordinates and collaborates with management and staff to provide appropriate educational plans and actions. Continuous responsibility to update the staff regarding changes from Integrated Veterans Care office and other entities. Disseminates changes and provides training as appropriate. Proactively creates learning plans for training and education of CITC staff. Collaborates with other services within the facility to provide education to CITC staff. Develops and updates orientation materials for CITC new staff. Prepares the staff for external review program visits or surveys. Determines information requirements for improving Care in the Community timeliness and outcomes. Develops program guidance, educational materials, and information to facilitate participation in program initiatives. Provides advisory services to operating chiefs or other managers on Care in the Community requirements. Reviews data from numerous feedback mechanisms such as V-SIGNALS surveys. Assist with developing updating staff competencies. Defines problem areas that can be improved by training and collects relevant information from a wide variety of sources. Arranges for training in accordance with the established and approved plan. Provides information for available training, arranges for instruction in accordance with the established and approved plan, compiles and prepares reports and helps facilitate courses for the facility. Maintains library of course catalogs and course announcements. Maintains inventory of course materials, initiates ordering of training materials as needed. Assures facilities, training materials and equipment are available to support the training program. Makes logistical arrangements for in-house training, i.e., arranges for training facilities, works with training vendor/instructor to determine audio-visual aids and obtains required equipment. Administrative Support: 30% Review and respond to White House Congressionals, OIG complaints and Patient Advocate complaints providing a written response of solution to the Executive Communications Specialist in the Chief of Staff office as well as other designees since all complaints are time-sensitive Sort and distribute in-bound mail to appropriate staff. Delivers briefings regarding the TMS as required to managers, supervisors, and other leaders, verifies database information in the TMS and maintains local reference tables for T&Ls, Organizations, etc. Monitors External Events entered into TMS and is responsible for monitoring education mandates for compliance. S/he plays a key role in ensuring that mandated education and training is tracked and reported to the Designated Learning Officer (DLO) and medical center leadership. Outreach & Education Coordination: 10% Plans and prepares staff to participate in community care outreach activities bi-monthly. Collaborates with all levels of staff at the Medical Center or community facilities to provide training to CITC staff as appropriate. Schedule and attend meetings as appropriate. Contacts are with all levels of staff at this Medical Center, the VISN, the Community Care Service Line and Community provider staff. Has daily and frequent personal and telephone contact with a variety of individuals including physicians, nurses, technical support staff, patients, their families, and management staff. Required to utilize the utmost tact, poise, and diplomacy in all contacts. Influences managers or other officials to accept and implement findings and recommendations on organizational improvement or program effectiveness. Data Management and reporting: 10% Maintain records of training for staff and report to CITC management monthly. Identify deficiencies in training and provide corrective action as appropriate. Prepares regular analytical and interpretive reports to the Service Line leaders as required. Uses qualitative and quantitative techniques for analysis and measurement of the effectiveness, efficiency, and productivity of educational and Service Line. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: For Program Specialist GS-07: Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: consulting management; providing education; training others; detail oriented and excellent communication skills. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 1 full year of graduate level education or superior academic achievement which demonstrates the knowledge skills and abilities necessary to perform the work of the position.(Note: You must attach a copy of your transcripts) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education beyond the first year or 18 semester hours.(Note: You must attach a copy of your transcripts. For Program Specialist GS-09: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, coordinating, executing, and evaluating a comprehensive training program; managing community referrals; investigating and analyzing a variety of problems, or questions concerning the staff and their effectiveness; and responding to requests for medical care and other benefits. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.(Note: You must attach a copy of your transcripts) OR, Combination: Applicants may also combine education and experience to qualify at this level.
