The New Mexico VA Healthcare System Ambulatory Care Service is recruiting for Program Support Assistant. The primary function of this position is to provide leadership in the management of data validation and performance improvement.
Duties
Major Duties and Responsibilities:
Incumbent serve as advisor and expert to the Chief, Ambulatory Care Service and support the relationship between ACS and other sections within the Medical Center such as the Clinical Application Coordinators, Performance Improvement and IT.
Analyzing data, interpreting needs and uses, reviewing reports, records and statistical computations for accuracy and propriety.
Develops, analyzes and prepares various graphic charts with narrative comments to supplement the reporting systems.
Assists staff and analyzes workload trends, projections for performance measures and performance monitors and outpatient activities.
Compares and contrasts current and historical workload data.
Reviews, verifies, and analyzes data submitted for consistency with financial and program objectives, and adherence to VA directives.
Coordinates the collection of data concerning patient care activities, makes computations as required and reports weekly monthly, quarterly or annually to management.
Receives requests from other sources and determines the best method of obtaining, computing and reporting.
Involved in an extremely complex blend of computing technology, medical information, communication skills and leadership qualities in a rapidly changing environment.
Responsible for establishing and maintaining databases, once approved by the Service Chief and works closely with all New Mexico VA Healthcare System staff from all services.
Responsible for auditing the Rural Health clinics to include the Contract Clinics for their compliance with set guidelines under the Performance Improvement established rules.
Work Schedule: 7:30am - 4:00pm - Monday to Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience in the field of patient administration, outpatient processes, medical records and related fields of medical administration, program analysis technical rules, guidelines, regulations and understanding of the basic objectives and policies governing various management or program operations; applying basic data gathering methods, such as standard interviewing or surveying techniques to collect various types of information; knowledge of Primary Care Management Module software, VISTA software and medical center policies and procedures; knowledge and familiarity with scheduling, patient movement, patient assessment, clinical reminders, gains and losses, benefits and enrollment, consult tracking, and patient information management systems (PIMS); knowledge of a variety of computer applications such as Excel, PowerPoint, Word, Visio, ProClarity and experience in information technology databases such as Access; High degree of skill in oral and written communications; demonstrate and apply sound knowledge of English language usage and proper formatting and application; Teach, train and orient other staff on viewing reports and monitoring systems; Provide guidance and independent decisions on producing reports for the Service or any service within the Medical Center; Knowledge in other mini-computer systems necessary to manage, control, secure, coordinate and implement computer activities; Technical knowledge on how to analyze and retrieve data, and validate reports of data, workload and funding.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained perfom1ance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
