Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Public Health Analyst, you will use your knowledge of and experience to optimize business results and customer experience by:
GS-09:
Analyzes public health legislation, executive directives, Departmental policy issuances, voluntary changes in practice by influential organizations or groups, as well as other influential statements of public health policy to identify any potential impact on the activities of the organization.
In coordination with other team members, develops reports, presentations, and other written materials. Prepares responses to inquiries, such as Congressional briefing materials, requests for documentation, FOIA requests, and other internal and external inquiries.
Works with other colleagues to coordinate activities which may include the identification of funding sources; review of documents for grants, contracts, or interagency agreements; management of tracking systems; and development of timelines.
Works with other organizational offices, centers and divisions, including other Federal agencies.
GS-11:
Analyzes public health legislation, executive directives, Departmental policy issuances, voluntary changes in practice by influential organizations or groups, as well as other influential statements of public health policy to identify any potential impact on the activities of the organization. Extracts and assembles information.
Reviews documents that may include notice of funding opportunities, funding recommendations, and recommendations for changes to programs. Collaborates on projects with other internal and/or external organizations to meet agency goals. Develop reports, presentations, and other written materials. Researches and prepares responses to inquiries, such as Congressional briefing materials, requests for documentation, FOIA requests, and other internal and external inquiries.
Works with other colleagues to coordinate activities which may include the identification of funding sources; review of documents for grants, contracts, or interagency agreements; management of tracking systems; and development of timelines.
Maintains relationships with other organizational offices, centers and divisions, including other Federal agencies. Develops in a collaborative forum information that will be used to brief senior management.
GS-12:
Develops projects to identify, review, and analyze public health legislation, executive directives, Departmental policy issuances, voluntary changes in practice by influential organizations or groups, as well as other influential statements of public health policy to identify any potential impact on the activities of the organization. Extracts and assembles information.
Prepares and presents program reviews to include recommendations for notice of funding opportunities, funding recommendations, changes to programs and program effectiveness. Develops reports, presentations, and other written materials. Researches and prepares responses to inquiries, such as Congressional briefing materials, requests for documentation, FOIA requests, and other internal and external inquiries.
Coordinates activities which may include the identification of funding sources; review of documents for grants, contracts, or interagency agreements; management of tracking systems; and development of timelines.
Cultivates and maintains relationships with other organizational offices, centers and divisions, including other Federal agencies. In collaboration with others, briefs senior management as appropriate, on relevant topics.

WHAT WE ARE LOOKING FOR
Basic Qualifications:
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialize experience in each of the following five competencies:
1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
AND
A. GS-09 Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in the Federal service performing the following:
Assisting in developing public health strategies, procedures, and/or guidelines.
Participating in studies of public health program operations.
Preparing a variety of memoranda, letters, transmittals, and recommendations.
OR
B. Education: A master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree with major study in public health or other field of study with course work directly related to the work of the position to be filled, or LL.B. or J.D., if related.
OR
A combination of education and experience as described in "A" above and education as described in "B" above.
A. GS-11 Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing two of the three following:
Analyzing the impact of public health legislation, regulations, or executive directives on public health programs or operations;
Developing components of public health program operational plans, proposals, or grants; and providing assistance in conducting surveys or studies;
Evaluating public health program effectiveness and organizational productivity.
OR
B. Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with major study in public health or other field of study with course work directly related to the work of the position to be filled or LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

A combination of experience as described in "A" above and education as described in "B" above.
GS-12 Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing two of the three following:
Analyzing public health legislation, data and information from a variety of sources and prepares recommendations accordingly;
Advising officials on all aspects of public health legislation, program operations including notice of funding opportunities, interagency agreements, contracts, and policy;
Collecting and analyzing data to address highly complex polices and guidelines for public health programs and organizational needs.
GS-13 Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following:
Conducting complex analyses for developing recommendations to senior leadership and position statements on issues related to public health policy, including notice of funding opportunities.
Analyzing existing or proposed legislation, strategies, services, or other health-related matters for long range implementation and administration of public health programs.
Analyzing public health legislation, policies, and programs to advise senior management on public health policies, operations, and resources.
