The primary purpose of this position is: To serve as the technical advisor for the Director of Security Forces by providing expert technical advice and analysis, and by teaming, participating and guiding divisions to meet directorate level objectives.

Duties

Duty 1: Serves as technical expert consultant for the directorate and represents the USAF in comprehensive negotiations and discussions with Major Commands, sister Services, Joint Staff, DoD, and other Federal agencies. Duty 2: Provides expert analysis, opinions and recommendations to the Secretary and Chief of Staff of the Air Force, Deputy Chief of Staff for Logistics, Engineering & Force Protection, and Director of Security Forces in the review of installation security, law enforcement, base defense, agile combat employment, military working. Duty 3: Represents Air Force Security Forces in the OSD Security and Law Enforcement Reform Team efforts. Duty 4: Establishes and incorporates Protection and Base Defense concepts and standards, plans, programs and procedures. Duty 5: Establishes and incorporates Protection and Base Defense concepts and standards, plans, programs and procedures.

  • Work may require travel away from the normal duty station on military or commercial aircraft

  • Employee must be able to obtain and maintain a Top Secret security clearance
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Department of Defense Physical Security Certification (PSC) conferral is required within 2 years of the established employee EOD

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: applying knowledge of DoD and Air Force planning, acquisition, and management processes to provide force planning and investment strategy advisory services to ensure support for long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts. Knowledge of a wide range of security concepts, principles, and practices to review, analyze, and resolve difficult and complex security problems; apply policy direction to government/military officials and contractors, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of a wide range of advanced principles, concepts, procedures, standards, and techniques of security forces and administration in order to plan and execute a complex protection and of marked difficulty, responsibility, and significance; and to apply new developments and theories to issues not susceptible to treatment by accepted methods. 2. Thorough and comprehensive knowledge of Air Force mission, policies, and program goals/objectives, the sequence and timing of key planning events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 3. Extensive knowledge of the Department of Defense Planning, Programming, Budgeting and Execution (PPBE) process, and Department of the Air Force policy, procedure and schedules for developing Program Objective Memoranda, Budget Submissions and Financial Plans. 4. Mastery knowledge of the laws, rules, and regulations governing federal DoD appropriations including civilian personnel management. 5. Skill in multiple analytical methods to provide comprehensive understanding and solid recommendations. 6. Ability to communicate effectively, both orally and in writing, and effectively communicate complex, POM, Budget and Execution positions/courses of action. Must also articulate policy position to senior Air Force officials and effectively develop and deliver an information or persuasive briefing or speech. 7. Ability to plan and execute several time critical complex, multi-faceted projects simultaneously, as well as organize and direct the functions of an organization to meet established deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
