DCSA's Human Capital Management Office is seeking a training administrator. Selectee will assist in facilitating new employee orientation, with the potential to work on other professional development programs. Duties

As a Training Administrator, in Employee Development & Training you will be responsible for the following duties:

  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.

See General Schedule Qualification Standards (opm.gov) for OPM qualification standards, competencies and specialized experience needed to perform the duties of the position as described in the MAJOR DUTIES and QUALIFICATIONS sections of this announcement by 11/20/2023 Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Manage and administer a program, course, event or activity that addresses agency-level employee development, or other similar activities or services. Experience as a training specialist, facilitator, or administrator for in-person and virtual training. Evaluate data to assist decision-making about program or product content, structure, effectiveness, and value. Apply adult learning principles. Apply instructional systems design processes and techniques to develop and deliver employee development programs, materials, or services. Conduct training needs assessments. Compare and analyze information gathered from various sources affecting new employee on-boarding programs, products, or service efficiencies and effectiveness. This position has a Basic Requirement for the 1712: Education Requirement: Undergraduate and Graduate Education: Major study in Education or a subject area related to the position to be filled. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. OR Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Specifically you will be evaluated on the following competencies: Curriculum Development: Develop training and educational content with corresponding curricular products and services to facilitate competency acquisition. Education/Training Program Administration: Organize, plan, and coordinate the functions, provisions, schedules, and administrative activities, which are required to conduct education and training programs. Manage the organization, operation, and resources to facilitate instruction and future planning. Instructional Delivery and Learner Development: Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved. Education Consultation, Coaching and Collaboration: Provide consultation, coaching and collaborative opportunities to implement research-based, learner-centered instructional practices to foster professionalism, improve learning outcomes, and support transfer of learning into practice.

Substitution of education may not be used in lieu of specialized experience for this grade level.
