About the Position: Serves as a Human Resource Specialist (Military) in Policy Team, Soldier Programs Branch. Primary responsibility is the Functional Proponent for Army Regulation 600-8-10, Leaves and Passes, and Army Regulation 600-8-105, Military Orders and any future assigned personnel regulations.
Duties
Writes, staffs, and ensures publication of all Military Personnel (MILPER) messages pertaining to assigned regulation or programs. Ensures such is then incorporated in the Army Regulation(s).
Prepares correspondence and recommendations, provides coordination within Soldier Programs Branch prior to submission.
Revises regulations, staffs same for comment and approval, and disseminates such changes or revisions to the field via the Army publications system or other appropriate means
Uses analytics for discovery, interpretation, and communication of meaning patterns in data and applies data patterns toward effective decision making.
Utilizes Integrated Personnel and Pay System- Army (IPPS-A) to ensure written policy is adhered to.
Determines areas where improvements in program guides are necessary and points out such deficiencies to appropriate program development staffs within the agency.
Performs detailed review of regulations and other subject matter materials developed elsewhere which impact on military personnel operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent may be required to perform occasional Temporary Duty Travel (TDY).
- Must be able to obtain and maintain a Secret security clearance.

Specialized Experience Required:To qualify based on your work experience, the resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Managing publication and developing, updating and maintaining policy and procedures in accordance with AR 25-30 (Army Publishing Program)
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
Some Federal jobs allow you to substitute your education for required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone. Substitution of education for experience is NOT permitted.
