The primary purpose of this position is: To serve as a senior information technology (IT) specialist in system analysis and applications software design and implementation. Projects typically involve feasibility studies to determine requirements for developing entirely new or making substantial modifications to existing applications software.

Duties

Analyzes complex processes and/or a variety of unusual problems, questions, or conditions relative to the design and/or selection of Enterprise Management (EM) software systems and applications software technology. Develops, maintains and deploys enterprise management and application software. Troubleshoots and resolves complex application problems. Participates in discussions, meetings, working groups or special projects and presents briefings and training materials to ensure new software technology is used and understood.

  • An Associate’s Degree in computer science, information science, information systems management, cybersecurity, software development, mathematics, statistics, operations research, or engineering, or course work equivalent.
  • Bachelor of Science and Advanced degree(s) from accredited institutions as well as professional certification(s) in cloud, networking, virtualization, systems administration, software development and cybersecurity are highly desired.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime and may require occasional 12 hour shifts.
  • Selectee must possess a Secret Clearance and will be subject to a Single Scope Background Investigation (SSBI) and must be able to acquire and retain a Top Secret clearance with Sensitive Compartmented Information (SCI) access.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • The selectee must qualify as an IAT Level II at a minimum which requires an active certification (CCNA Security, CySA+, GICSP, GSEC, Security+ CE, CND, SSCP) and 3 years IA experience.
  • The selectee must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander's designated representative(s).
  • Leave accrual may be authorized upon request

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes experience in IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure and the database environment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas. Expert knowledge of and demonstrated experience utilizing enterprise management software such as BMC Remedy, ServiceNow, Atlassian in a large scale enterprise environment to implement project, knowledge, incident and problem, configuration, change and asset management. Expert knowledge of application software and systems development life cycle documentation to include code design and training, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing. Demonstrated experience developing code using a modern software development methodology such as Agile using Scrum, Kanban and development, security, operations (DevSecOps). Knowledge of software programming languages and the ability to code in several modern programming languages such as Python, JAVA, JavaScript, C, C++, C# / .NET, PHP, and Node.JS. and use Extensible Markup Language (XML) and JavaScript Object Notation (JSON) to share data between systems. Design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment. Knowledgeable of Microsoft Windows and Linux platforms in virtual environments on-premise or in the cloud. Knowledge of IT management information systems and applications software technology to isolate the cause of complex and intricate software problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations. Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed. Ability to research and evaluate new technologies and methodologies as well as leverage past experience and accomplishments to propose software projects to improve business processes and drive innovation, modernization and digital transformation that enable new AFOSI command capabilities and reduce cost and complexity. Ability to communicate orally and in writing sufficiently to fully coordinate activities with management officials and other IT specialists, and to provide user training and support. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
