This position is located in Refugee, Asylum and International Operations, Mission Operations Division, Resource Management Division, Travel Section. As a Supervisory Management & Program Analyst you will oversee challenging issues and a large customer base to address the domestic and international travel needs, develop, and implement travel-related policies and procedures, and meet travel demands for the RAIO directorate.

Duties

Applies expert knowledge of Federal Travel Regulations, Department of State Standardized Regulations, Foreign Affairs Handbook, Foreign Affairs Manual, and Department of Homeland Security delegated established agency-related travel policies. Develops and implements RAIO-specific travel polices and standard operating procedures. Operational oversight of the agency’s travel system for RAIO, issuance of domestic and international travel authorizations and amendments. Oversees a staff who processes and controls Diplomatic and Official Passports, and foreign entry visas. Administers RAIO’s Travel Card program, including auditing of travel expense reports and conducting travel system training for customers.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 11/20/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 11/20/2023. Selective Placement Factor: You must have experience coordinating international and domestic travel for large groups federal employees in accordance with Federal Travel Regulations (FTR) and Department of State Standardized Regulations (DSSR). This experience must include coordinating diplomatic and official passports, visas, security clearances, country specific requirements, travel logistics, and other obstacles in accordance with the FTR and DSSR for international details and permanent change of station travel. This experience must be documented in your resume. Failure to do so may result in an ineligible rating. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Oversees a travel program for a large program office that processes foreign entry visas, diplomatic and official passports, and Department of State Country Clearances. Expert knowledge and ability to apply Federal Travel Regulations, Foreign Affairs Handbook, Foreign Affairs Manual to agency's travel program. Resolves complex travel policy questions, issues and identifies inconsistencies between new and existing DHS, FTR, and USCIS policies and practices, and recommends practical solutions. Formulates and recommends guidelines, policies, plans and procedures to administer functions which support the delivery of RAIO travel program. Prepares analytical reports concerning expenditures, trends, and in resolve outstanding and/or recurring problems noted in RAIO travel program.
