This position is part of Defense Security Cooperation Agency. The incumbent will be responsible for providing expert interpretation, advice, and recommendations on all financial matters, polices, and regulations.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-14 some of your typical work assignments may include:
Performing continued high-level financial analyses of the effectiveness, efficiency, cost effectiveness, schedule adherence, and other key parameters of the program's progress and success.
Providing expert technical advice in identifying and resolving problem areas involving regulatory requirements and statutory policies and procedures.
Establishing and maintaining control through continuous surveillance and performing extensive coordination during all phases of the financial audit life cycle of assigned projects involving regulatory requirements and statutory policies and procedures.

Qualifications
You may qualify at the GS-14 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
Demonstrating a thorough understanding of the theory, concepts, timelines and techniques of auditing, and experience in conducting audits of an entity's IT systems and controls as well as financial processes in accordance with applicable laws and regulations.
Developing relevant and impactful findings and providing recommendations based upon analyzing documents.
Collaborating with external auditors in responding to audit requests and within the organization to interpret the results of the audit.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
