The primary purpose of this position is to The incumbent is responsible for the financial execution of Air Force Reserve Command (AFRC) training programs.
Duties
Plans, organizes, and develops procedures focused for the development of budgets and resources to support all Air Force Reserve Command training programs.
Manages formal school quotas for all courses within assigned area of responsibility (military and civilian).
Represents HQ AFRC/A1KB with a variety of installation and functional area organizations.
Develops, interprets, and analyzes data extracts and reports from automated human resources databases.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes An example of creditable specialized experience includes: Responsible for formal school program management by establishing internal processes used for gathering annual and out-year school requirements, issuing applicable training line numbers, and resolve any conflicts in attendance. In an execution capacity, the incumbent secures/allocates resources to ensure the command's school tour programs meet mission requirements. Initiates periodic internal audits to ensure appropriate allocation of resources; coordinates with other organization managers and customers as appropriate and initiates corrective action, as necessary. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

3 full years of progressively higher level graduate education leading to such a degree

COMBINATION OF EXPERIENCE AND EDUCATION:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related may be used to qualify applicants for positions at grade GS-11.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of laws, regulations, principles, theories, techniques, practices, mission and organizational structure of the Headquarters Air Force Reserve Command, force development and technical training programs to effectively carry out primary program responsibilities.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of formal training programs and budgetary impacts. In addition, be knowledgeable of contracting laws and directives pertaining to requests for contracted unit training.
4. Ability to communicate effectively with diverse groups of individuals, orally and in writing, and using tact and courtesy to provide guidance and counseling to employees and managers and to plan and organize work.
5. Knowledge of objectives, policies, procedures, or pertinent regulatory requirements affecting personnel policies and practices to include force development and training.
6. Ability to update and interpret various computer programs to include the Military Personnel Data System (MilPDS), Oracle Training Administration (OTA) and Budget Reporting System (BRS) in order to secure information relating to force development, training and financial data.
7. Knowledge of analytical and investigative techniques and computer programs in order to communicate, measure, and present the effectiveness, efficiency, and productivity of training and force development functions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
