This position is located in Office of Communications, Creative Development, Printing Service. The incumbent is responsible for participating in planning and carrying out USDA's and its agencies publications printing programs.
Duties
Develop the final make-up, layout, illustrations and typography of a significant segment of the USDA’s public information materials and administrative reports and publications.
Develops and writes specifications for printing and binding of administrative printing procured through the GPO and commercial firms.
Trains and/or advises agency and staff office personnel in printing and publishing procedures of the USDA, JCP, and GPO.
Procures a wide range of printing services for agencies and staff offices of USDA through the Government Printing Office (GPO), GPO regional offices, the USDA plant, and from commercial sources.
Develops and furnishes cost estimates to agencies and staff offices.
Negotiates with commercial printers and binders and prepares specifications and orders for purchases of items procured on waiver from the GPO.
Provides input into the planning and formulating of policies and programs for the USDA and its agencies printing programs.
Ensures USDA EEO polices are effectively displayed on all communication materials.
Research issues, provide background information, and makes recommendations.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
GS-12: One year of specialized experience, equivalent to the GS-11 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Printing Service Specialist. For this position, the specialized experience is reviewing printing specifications or other related documents, following up on status inquiries, and preparing cost estimates to agencies and staff offices; and utilizing procurement policies, principles, procedures, and practices to negotiate and monitor contract agreements for the print production of agency outreach materials and other printed materials such as labels, surveys, reports and envelopes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
