You will serve as a CONTRACT SPECIALIST in the Contracting Department (N10) of MILITARY SEALIFT COMMAND.
Duties
You will solicit, analyze, evaluate and negotiate contractor proposal for highly complex and highly technical requirements.
You will review requests for the procurement of complex equipment and/or services
You will review justifications for sole source and other required clearances and prepare documentation.
You will analyze proposals for conformance with the solicitation and preform cost/price analysis.
You will obtain required pre-award surveys to establish contractor responsibility.
You will prepare initial Navy position on protests from unsuccessful offerors and renders or recommend a decision on claims arising under contract.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing negotiation techniques to conduct post-award negotiations.
Experience implementing business and industry practices, sources of supply, cost factors and requirements characteristics.
Experience communicating both written and verbally with clear and precise ideas.
For GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing negotiation techniques to conduct post-award negotiations.
Experience implementing business and industry practices, sources of supply, cost factors and requirements characteristics.
Experience communicating both written and verbally with clear and precise ideas.

Education
Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.
