The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to the Configuration Management Branch (SCXC), Plans and Resources Division (844CG/SCX), 844th Communications Group (844 CG), Air Force District of Washington.

Duties

As Branch Chief, plans, organizes, and directs the activities of the 844CG/SCXC Configuration Management Branch, ensuring configuration control and architectural activities comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the 844 CG and Air Force District of Washington with a variety of installation and functional area organizations. Assesses policy needs and develops policy and procedures governing system documentation and configuration controls for IT activities. Develops Architectural and Engineering documentation, performs studies and establishes plans of action for improving the efficiency of information technology applications.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • This position is exempt from FLSA coverage pursuant to 5 CFR 551.205 and 206.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime and may require occasional 12 hour shifts.
  • The work may require the employee to drive a motor vehicle to various locations within the national capital region. A valid driver’s license is required for the position.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes experience with the principles, policies, procedures, and techniques pertaining to configuration management; organizing and directing the functions and staff of a small to medium sized organization; using organizational structures, functions, and roles to provide guidance to subordinate units; and a range of telecommunications concepts and principles, systems, equipment, and processes/procedures to assess and advise on the feasibility of proposed requirements and projects to ensure successful integration into the enterprise architecture. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of 844 Communications Group and Air Force District of Washington policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to configuration management. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Knowledge of the mission, roles, functions, organizational structures, and operation of Department of Defense and Air Force organizations pertaining to configuration management to provide guidance to subordinate units. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, equipment, and related software systems, processes and procedures to assess and advise on the feasibility of proposed new requirements and projects to ensure successful integration into the enterprise architecture. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
