Duties

Serves as a second level supervisor (Branch Chief) within the Civilian Pay Directorate responsible for management and oversight of subordinate staff performing work related to the assigned functional area. Manages, directs and executes finance operations for customers which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions. Provides expert interpretation and advisory services in accordance with DoD, non-DoD and DFAS regulatory and administrative guidelines and Executes policy made at higher levels and provides policy, administrative and technical guidance. Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation. Identifies actual and potential problem areas and develops actions and taskings to improve operations, correct deficiencies and resolve all discrepancies, differences and problems posed by internal and external sources. Assists with resolving complex functional problems, facilitates the resolution of controversial payroll problems for the serviced organizations, and helps ensure proper interfaces with appropriate DoD and other financial systems. The major duties described above reflect the full performance level of this position.

Qualifications

For GS-11: Specialized experience at the GS-11 grade level is defined as: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Performing financial pay analysis and support for a large-scale automated payroll system; advising on financial management principles as they relate to automated pay systems processing and assisting in the automation of financial operations. For GS-12: Specialized experience at the GS-12 grade level is defined as: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Conducting analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions or validity of supporting documentation for a payroll office. Identifying potential problem areas and develops steps to improve operations, correct deficiencies and resolve discrepancies, differences and problems surrounding the processing of payroll actions in support of a payroll processing team. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service. This announcement will be used to fill positions with an entry grade of GS-11, or GS-12 with a target grade of GS-12. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-12: Education does not substitute for specialized experience at this level.
