The primary purpose of this position is to manage the command's IT Portfolios, develop, improve and maintain the framework for Application Rationalization, develop the Application Portfolio Rationalization (APR) Roadmap and provide privacy management support.
Duties
Manage all Information Technology investments and compliance and financial data in accordance with SAF/CIO A6 and Information Technology governance forum directives within ITIPS.
Develops, improves and maintains the framework for Application Rationalization consisting of prioritization, cost, financial and sizing models.
Privacy Management Support. Assists the Cybersecurity Program Manager to ensure that appropriate cybersecurity measures are in place (such as secured storage media, secured transmission, special handling instructions, and access controls, data encryption for data in transit and at rest, etc.) to protect and preserve the privacy of individuals.
Participates in special projects and initiatives and performs special assignments.

- Acquire Information Technology Acquisition Professional level two certification through Defense Acquisition University and be familiar with the DoD budgeting process in order to perform Portfolio Management duties
- The selectee must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander's designated representative(s).

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes experience with a wide range of IT principles, policies, methods, and hardware/software applications to access the organization's IT business requirements and convince management towards a specific course of action; serving as a project/team lead for special projects that provide technical guidance and integrate multi-agency applications software; translating business requirements into system/application solution; developing blended multi-disciplinary teams in a matrix environment; and applying a range of analytical skills to plan, organize, implement, and measure Portfolios and related Investment/Program progress.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Detailed knowledge of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management toward a specific course of action.
Mastery of and skill applying acquisition and integrated lifecycle management principles, methods, techniques and procedures, as needed to integrate IT solutions into organizationally managed programs/systems by working collaboratively with other functional disciplines, such as program managers, systems engineers, contracting officers, and financial managers.
Skill in applying IT operations and service management principles, methods, techniques, and procedures, particularly those related to secure operations and maintenance of systems, e.g., access control, audit and accountability, secure configuration management, media protection, physical and environmental protection, personnel security, information security, industrial security, system and communications protection, and system and information integrity.
Ability to drive large, cross-functional IT programs or portfolios involving coordination with multiple stakeholders at various levels of the organization. Ability to apply a range of analytical skills to effectively plan, organize, implement, and measure Portfolio and related Investment and Program progress. Ability to translate business requirements into system/application solutions, with experience developing blended multidisciplinary teams in a matrix environment.
Ability to serve as a project lead or team leader of special projects, sufficient to lead IT development teams, provide
technical guidance, and integrate multi-agency applications software. Ability to communicate complex technical issues to non-technical stakeholders, peers, and senior leadership up to and including executive level. Ability to make judgments, recommendations, effectively communicate orally and in writing; prepare and present briefings; and prepare various documents.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
