The primary purpose of this position is to perform work as a team member for the Technical Order Management Agency (TOMA).
Duties
Ensures modernization programs meet all requirements defined in Mil Standards for style/format and addresses the requirements defined in the TOLCVP.
Works with assigned Equipment Specialists to ensure processes for development of TOs conform to the Operational Safety Suitability and Effectiveness (OSSE) guidelines as required.
Manages and Sustains assigned Technical Data for the Systems.
Serves as a senior TOMA and spokesperson in communication TO Program matters involving acquisition, sustainment, and publishing of Special Programs Division assigned systems/subsystems and equipment
Assesses progress in assigned projects/programs including cost estimates schedules, and performance requirements by applying known methods and procedures
Participates in training for the implementation, use, and management of systems used for technical publications.
Maintains formal records in compliance of administrative directives.
Supports Modernization Program Data Acquisition Activities.
Develops and improves data systems used to support technical publications.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Occupational Series -- 0300 - 0399 - General Administrative, Clerical, and Office Services. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes ensuring that the organization's strategic plan, mission, vision and values are integrated into the team's strategies, goals, objectives, work places and work products and services. Initiates and coordinates development, testing, publication, utilization, and maintenance. Utilizes Automated Information System (AIS) applications, identification, numbering, indexing, requirements, inventory control, distribution, TO management information systems, procurement data, cost data, and Computer Program configuration Item improvement data. Planning and designing the system database and selects database management software based on system and operational requirements. Preparing or ensuring the preparation of implementing regulations, directive, and procedures manuals.
Ph.D. or equivalent doctoral degree

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DOD and Air Force TO system, related directives, policies, regulations and TO specifications.
2. Knowledge of the missions, roles, functions, organizational structures and operation of DOD, Air Force, and other entities that govern, interface with, and/or influence the Air Force TO Program.
3. Skill in analyzing problems and developing solutions with appropriate recommendations to leadership, management and field activities pertinent to TO sustainment and acquisition.
4. Skill in developing interpersonal relationships, maintaining good working relations and working cooperatively as a team member.
5. Ability to organize, plan, facilitate and implement functions and processes for the acquisition of technical data in support of modernization programs.
6. Ability to use office automation tools to process TO changes; TCTOs; supporting documents; design and generate reports; briefing materials.
7. Ability to apply/use Life Cycle Logistics Management principles, concepts, policies and functions.
Work Environment
Work is typically performed in an adequately lighted and climate controlled office environment; however, some work is performance outdoors or in field conditions, flight lines, maintenance facilities, and abroad military mission aircraft, i.e., technical order verifications. Exposed to high noise areas. Special safety precautions and protective clothing/devices are required during these site visits.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
