Duties
Provides oversight of GFEBS-SA month and year end close processes.
Establishes and monitors accounting processes and controls over Army’s secure financials, including items such as sensitive activity journal vouchers, tie points, abnormal balances, closing and cancelling accounts, and reconciliations.
Serves as the point of contact for Army General Fund audit requirements related to sensitive activities.
Collaborates with service providers and stakeholders to remediate audit findings across a wide variety of subject areas impacting the secure financials.
Executes and applies security protocols to financial management situations in accordance with applicable guidance.

- Department of the Army DA Civilians must successfully complete all mandatory Civilian Education System CES courses which may require travel.

Qualifications
Basic Requirement:
This position has a positive education requirement. Applicants must meet the basic educations requirements in order to be found minimally qualified for the position.
Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Candidates may also qualify through a combination of education and experience: at least 4 years of professional accounting experience (at least one year must be equivalent to the journeyman level) or an equivalent combination of professional accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as a Certified Public Accountant or Certified Internal Auditor.
Specialized Experience:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.
Specialized experience is defined as experience with implementing new controls and processes to improve the accuracy and completeness of financial statements, working with a wide variety of stakeholders to remediate audit findings, executing or supervising monthly, quarterly, and annual accounting tasks in an ERP system, representing an organization through high-level briefings, presentations, and reports, collaborating with staff and stakeholders in far-reaching change management initiatives, and handling classified financial management information in accordance with applicable laws and regulations.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of the competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
