The position is located in the Executive Office of the President, Office of Administration (OA), Office of the Chief Financial Officer, Financial Systems, Policy, and Administration Division. The incumbent is the principal financial systems technical authority who also oversees the reporting functions required by the Chief Financial Officer's Act of 1990, the Federal Manager's Financial Integrity Act, the Federal Financial Management Improvement Act, and the Government Performance Results Act.

Duties

As a Financial Systems, Policy, and Admin Director, GS-0501-15, your typical work assignments may include the following: -Manages and ensures performance of complex financial systems operations through a subordinate team of Specialists. -Manages the EOP Financial Management System (FMS) hosting agreement with the Administrative Resource Center (ARC), Bureau of Fiscal Service (BFS) for the operations of the EOP financial management system of record, which includes Oracle Financial, PRISM and the CONCUR Travel Management System, as well as other subsidiary systems and interfaces. -Advises senior financial managers, General Counsels, EOP senior management and White House officials on financial policy related to applicable statutes, laws, regulations, GAO, and other management control standards. -Furnishes guidance and assistance setting targets or developing goals to be attained in the administration of activities and reporting on measurable improvements in efficiency, economy, and effectiveness. -Manages the Federal Manager's Financial Integrity Act (FMFIA) Report to provide the EOP components with the technical assistance necessary for each component to certify to the President on the status of management controls. -Manages internal control systems as defined by the U.S. Comptroller General standards. -Performs a full range of first-level supervisory responsibilities.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-15 level, if you must meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1-Familiarity with the Oracle Federal Financials platform; 2-Participating as a project leader in the development, design or implementation of automated financial systems; 3-Delivering and developing presentations to senior officials; 4-Leading a team towards meeting the organization's vision, mission, and goals; and 5-Advising senior leadership regarding budgetary, financial and audit policies, laws and regulations including Office of Management and Budget (OMB) and General Accountability Office (GAO) statues. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
