About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Serve as a subject matter expert providing knowledge and experience in the preparation of Operations Plans (OPLANS), Concept Plans (CONPLANS), Operations Orders (OPORDS), Fragmentary Orders (FRAGOs) and Functional Plans. Serve as a project leader responsible for interacting and coordinating with technical, functional, and cyber analysts to consolidate findings and courses of action into a completed product. Conduct open source and classified surveys of current, ongoing, and potential operations to isolate salient information to be utilized in command operations support actions. Place special emphasis on Commanders Critical Information Requirements (CCIR). Plan and develop plans to satisfy cyber operations requirements within a specifically defined geographical or functional area of responsibility. Prepare parts of more complex studies or reports which include all aspects related to a specifically defined geographic or functional area. Represent USACPB in appropriate activities, including working group meetings addressing cyber programs, policy, etc. Maintain awareness and conduct analysis of directives, orders, alerts, and messages to respond to official Requests for Information (RFIs) with the appropriate data and analysis.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain TOP SECRET eligibility with access to Sensitive Compartmented Information (SCI).
  • This position is classified as IT access level IT-I (Privileged User) and Sensitivity Matrix for TS/SCI is Special sensitive, Tier 5.
  • Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
  • Must successfully complete an initial and periodic Counter-Intelligence-scope Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Personnel assigned to work in an NSA facility must be able to obtain and maintain access to NSA facilities and networks. Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks.
  • Duties of this position may entail alternative work schedules (AWS) such as variable or MAXIFLEX, including extended shifts (12 hours); 24/7 rotating shifts, nights, weekends, and/or and holidays as required.
  • The employee is subject to recall for urgent situations; and/or working extended overtime in response to surge situations.
  • May be required to carry a cellular telephone/Portable Electronic Device (PED) and maintain a working personal telephone at all times.
  • This position is part of the DoD Cyber Workforce, Cyberspace Effects. The employee must obtain and maintain all requirements IAW Cyber Workforce Management Program within six (6) months of assignment to this position.

Specialized experience would be demonstrated by To qualify based on your experience, your resume must clearly describe the following quality experience: One year of specialized experience which includes planning, coordinating, preparing, and supporting defensive cybersecurity operations; staff planning, executing, and monitoring cyber operations through operational levels; applying current policies and procedures for the planning, developing, and executing of deployments in support of contingencies, operations, and exercises; developing, analyzing, and evaluating command operations to support cyber operations; and writing of operations orders and planning orders. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
