The position will be assigned to the Office of Human Capital Services (HCS), Veterans Benefits Administration (VBA) under the management of the Training Administration and Consulting Division (TAC). HCS is accountable for the strategic alignment of the Administration's. workforce to its mission and strategy by providing and implementing workforce services, human capital management solutions, and innovations.
Duties
Specific duties include:
Conducts analysis directed at cost reduction, quality improvement, fund utilization and force optimization.
Fosters and promotes a spirit of cooperation between various entities and apprises the Director and Chief of Operations of required interaction between them.
Ensures the department's strategic plan, mission, vision, and values are communicated to the team and into the team's strategies, goals, objectives, work plans and work products and services.
Articulates, communicates and makes clarifications to the team on assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and reiterate deadlines and time frames for completion.
Monitors and reports on the status and progress of work, checks on work in progress and reviews completed work to see that the supervisor's instruction on work priorities methods, deadlines and quality have been met.
Maintains program and administrative reference materials, project files and relevant background documents and makes available policies, procedures and written instructions from the supervisor.
Develops monthly reporting data for overall Program Office performance.
Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
Assures that policies and program management actions fully support the objectives, sequence and timing of key short- and long-range program events and milestones.
Evaluates training programs against short- and long-range agency objectives.
Analyzes programs, functions, and organizations to determine whether the management systems in current use efficiently accomplish objectives and whether they provide controls
necessary for sound management.
Shares comprehensive knowledge of public laws, directives and manuals applicable to the administration of important national training programs.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13, GS-14.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:11/15/2023.
Current Federal employees: If applying as a status candidate with current of former federal Service, you must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing you are/were in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. For a GS-13 position you must have served 52 weeks at the GS-12 level.
For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience involving both quantitative and qualitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations; experience in communicating, presenting and articulating findings to management; experience with or understanding of continuous process improvement strategies.
GS-14 grade level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience involving both quantitative and qualitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations; experience in communicating, presenting and articulating findings to management; experience with or understanding of continuous process improvement strategies; conducting performance management analysis, productivity review analysis, organizational and functional management studies, trend analysis, surveys to identify problems, and providing projections in management procedures and practices, resource utilization, work processes, and to develop feasible and cost-effective solutions to problems.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and/or carrying lightweight items.
