This position is located at the Tennessee Valley Healthcare System in Murfreesboro, TN within the Midsouth Healthcare Network (VISN 9). This position is organizationally aligned within the Fiscal Service. The incumbent is responsible for establishing and maintaining a complex payroll unit. **THIS IS NOT A REMOTE/VIRTUAL POSITION. Duties

YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The Civilian Payroll Supervisor performs a very critical role within the VA System and functions independently with a broad knowledge base while receiving minimal supervision. The core duties of this position include but are not limited to: Performs payroll account reconciliations and regular reviews to ensure integrity of payroll data. Verifies the authorization documents and coding of the appropriate data for input into an integrated system to properly update employee master records. Readily identifies, evaluates, and processes documents such as saving allotments, health benefits, life insurance, federal and local taxes, residence and check mailing, COLA, uniform allowance, union dues, leave group changes and other recurring deductions Verifies the reviews of time and attendance cards of diversified workforce covering a variety of different types of appointments and employment situations under various pays systems (GS, WG, etc.) with different entitlements to pay, leave deductions and benefits based upon pay plans. Responsible for technical review of benefit and entitlement programs (e.g. advanced FEHB, Thrift Savings Plan, FEGLI, Voluntary Leave Transfer Program, Military Service Deposits, OWCP Leave buyback) which involves advising, processing, coordinating, and resolving Payroll & management issues. Verifies complex pay adjustments which may involve transfers between pay systems differing in pay, leave, and benefit entitlements. Adjustments may be retroactive over an extended period of time. Analyzes data entry and verification. Assures training of unit timekeepers and conducts periodic audits to assure conformity. Verifies duties of the control point activity to include receiving and controlling the routing of all input documents to be processed under the PAID system. Performs Audits. Reviews and analyzes audits and special investigative reports to advise on recommendations. Responsible for providing technical advice and assistance on implementation and operation of the civilian payroll automated systems to include PAID, VISTA, DCPS, VATAS and DFAS Remedy. Incumbent will identify and make needed changes, create training aides, and implement skill level improvements for the payroll technicians. Works independently to provide management and problem solving support to the overall operations of the Payroll Service. Meets the needs of customers while supporting the Medical Center and Service Mission. Consistently communicates and treats customer (all medical center staff, financial institutions, courts, IRS, VACO, and other Medical Centers, etc.) in a courteous, tactful and respectful manner. ***A one-year Supervisory/Managerial probationary period may be required.'*** Work Schedule: Monday - Friday | 7:30 AM - 4:00 PM CST Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-8. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. In addition to the Time-in-Grade requirement, applicants must have the specialized experience as described below. You may qualify for the GS-9 level based on your experience as described below: GS-9 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-8 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Demonstrating experience performing a full range of payroll duties. Determining pay, maintaining payroll records, thorough knowledge of policies, regulations and laws pertain to leave, pay, overtime, special rates, allowances, etc. Researching payroll processing errors to determine if errors are caused by a computer program malfunction or manual input. Demonstrating knowledge of Federal civilian pay and leave rules, regulations, procedures, programs and system requirements. Inputting payroll data into an automated system, verifying the accuracy of that data, and applying the appropriate corrective steps when errors are discovered. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. PHYSICAL REQUIREMENTS: The work places no special physical demands on the employee other than some walking, standing, bending, and carrying of light objects. However, there is a high level of stress due to demanding deadlines and the need for a high degree of accuracy.
