This position is located within the Veterans Health Administration, Department of Veterans Affairs, Tennessee Valley Healthcare System.
Duties
Receives telephone inquiries from multiple sources including employee service, state, and county court systems
Analyzes PAID E&L and master record data via multiple system access to ensure correct employee payment and subsidiary records and deductions are correct
Designate facilities liaison for receipt of employee record data and problem resolution
Reviews and releases personnel coding transactions via OLDE master record update coding, and timecard entry recommending corrective actions when necessary
Serves as a technical authority using courtesy and tact at all times in dealing with employees or outside contacts
Conducts regular audits of employee leave, time card data entry, certification officials procedures and returns errors in a courteous and tactful manner
Researches, analyzes, and reconciles pending items and recertified checks; prepares records, and controls accounting documents as they relate to payroll and accounting systems
Designs, implements, and controls local procedures for implementation and monitoring of additional payroll actions
Applies accounting techniques and methods unique to the PAID Systems requiring a good knowledge of accounting principals
Work Schedule: Monday - Friday 8:00am - 4:30pm
Telework: AD-HOC - VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of the PAID System; ability to analyze a wide variety of reports and identify trends; knowledge of accounting and operating principals and capabilities of computers; ability to review analysis conducted by others commenting on completeness and adequacy, recognize potential problems, and make recommendations to prevent and/or solve them; knowledge of Microsoft products to include Windows, Word, and Excel; knowledge of website manipulation and action such as EEX, TSP, OPM, IRS and centralized Austin Systems of RSD, TSO, and OLDE

Preferred Experience: At least 3 years prior Civilian Pay experience within the VA
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is performed in a office setting, primarily sedentary in nature.
