The employee will serve as a System and Procedures Analyst in Fiscal Service. The primary purpose of the position is to execute actions related to the processing of a wide variety of payroll transactions.
Duties
Must have extensive knowledge of the VA central payroll accounting and personnel action this knowledge is necessary in pressing changes to the employee master record in the application of complex transaction and training ETA menu functioning for time keeping and supervisor.
Must have acquired knowledge of various payroll, personnel accounting, and fiscal manuals along with publication of federal agency as they relate to VA's automatic payroll and accounting system.
Serve as a system and procedure analyst this is a centralized system designed to issue biweekly salary check for veteran facilities at different locations.
Review and release personnel coding transaction via OLDE master record update coding and timecard entry recommending corrective action.
Research, analyze, reconcile, and correct tax records and W-2's twos apply federal state and local taxing authority requirements to properly deduct pay and record all taxes for manual pay adjustment.
Monitors out of balance conditions and assured that master records and subsidy accounts are imbalance for processing end of year reports.
Act as technical resource for VISTA processing of VA Regional Office ET&A records. Ensures all timecards are completed and transmitted with medical center records in compliance with deadlines.
Design computers slide presentations and handouts and coordinate training for a new timekeeper and supervisors.
Perform duties and assignments of equal scope and complexity relating to general payroll, retirement, and TSP.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-7 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience resolving a wide variety of complex issues and problems relating to payroll functions. Experience working with automated systems including payroll/timekeeping systems. Ability to Analyzes PAID E&L and master records data via multiple system access to ensure correct employee payment and subsidiary records and deduction are correct .Knowledge of compensation concepts, principles, and practices, including pay and leave administration and compensation flexibilities. Knowledge of the rules and regulations governing the processing of salary payments, deductions, and benefits for a variety of employment categories.
Preferred Experience: At least 3 year prior Civilian Pay experience within the VA
