The Civilian Pay Technician is located in a VA Medical Center within the Mid-South Healthcare Network (VISN 9) and is organizationally aligned within the Fiscal Service at the Tennessee Valley Healthcare System. The Civilian Pay Technician processes a full range of payroll actions in an automated system for employees appointed under different personnel systems with unique pay accounts. These pay accounts include full-time, part-time, intermittent, trainees, retired annuitants, and fee basis.
Duties
The Civilian Pay Technician processes a full range of payroll actions in an automated system for employees appointed under different personnel systems with unique pay accounts (General Schedule and Wage Grade employees, Non-Appropriated Fund (NAF) Canteen employees, VA Cemetery employees, Title 38 physicians/dentists, nurses, special salary rates (Title 5 and Title 38 Hybrid).These pay accounts include full-time, part-time, intermittent, trainees, retired annuitants, and fee basis. Duties include but are not limited to:
Process time and attendance records for each pay period, at the end of each biweekly cycle in the time and attendance (VATAS system. and reconcile with the Defense Finance Accounting Service (DFAS).
Ensure employee records are received to meet the Financial Services Center (FSC) transmittal deadlines.
Manually accounting for employees pay as reconciled from all pay records paid by DFAS.
Research and resolve on-line rejects prior to the FSC transmission.
Review current and prior pay period exception lists with service line representative's (Timekeeper, supervisor, service chiefs, etc.,) to resolve any outstanding items.
Monitor the status and progress of assigned tasks; recommend suggestions for adjustments.
Prepare reports under the direction of the Finance Section Chief of Fiscal Service.
Conduct semi-annual desk audits of unit timekeepers to determine if appropriate record keeping is occurring
Perform quality assurance audits to assure accuracy, timeliness, completeness.
Research and code changes to employees Master Record, including taxes, health insurance, uniform allowance, annual and sick leave, union dues, and military leave.
Responsible for auditing and researching transactions received from Human Resources Management Service (HRMS), for determining the necessity for payroll action.
Forward policies, directives, and/or procedures and providing input on where and how to obtain information to answer one-of-a-kind and unusual questions.
Research and process back pay claims (retroactive adjustments) to retirement accounts, crossing multiple years.
Ensure proper payment to the employees, its tenants, and the processing of the salary related materials.
Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions.
OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title V position prior to moving to another position.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.
Work Schedule: Monday - Friday | 8;00 AM to 4:30 PM CST

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-6 position you must have served 52 weeks at the GS-5 level.
For a GS-7 position you must have served 52 weeks at the GS-6 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Examples of appropriate SF-50s include:
Within grade increases at the highest grade held; or
Promotions with an effective date more than one year old; or
SF-50s at the highest grade held with an effective date more than one year old.

Demonstrating ability to understand standardized rules and regulations/procedures for timekeeping.
Preparing reports.
Using computer equipment and a variety of software applications.
Communicating with a wide variety of employees and supervisors.
Processing time and attendance records.
To qualify for this position at the GS-7 level:
GS-7 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
Demonstrating ability to understand standardized rules and regulations/procedures for timekeeping.
Maintaining payroll records.
Preparing and completing related reports pertaining to employees.
Determining pay.
Using computer equipment and a variety of software applications.
Communicating with a wide variety of employees and supervisors; and processing time and attendance records.
***PREFERRED EXPERIENCE: The best qualified applicant will have previous Civilian Payroll Technician experience in a federal agency. The highly qualified applicant will have previous Civilian Pay Technician experience in a federal agency and will possess the following experience: Processing a full range of official payroll actions for employees under various payroll systems; determining pay; maintaining payroll records and completing related reports pertaining to employees; processing cases within the full range of payroll functions; and documented experience working with payroll systems such as DCPS, VATAS, VISTA and PAID.****

PHYSICAL REQUIREMENTS: The work places no special physical demands on the employee. There is a high level of stress due to demanding deadlines and the need for a high degree of accuracy. There is also a requirement for some walking, standing, bending and carrying of light items. Work is performed in a office setting where the work area is typically lighted, heated and ventilated.
