This position serves as a Data Analyst in the Mental Health Care Line (MHCL) at the VA San Diego Healthcare System (VASDHS). The incumbent works under the direct supervision of the Director of Clinical Improvement (DCI)/Assistant Chief, Psychology in the Mental Healthcare Line. Incumbent will use large databases and complex multi-site, multi-source datasets to create reports, tools, and dashboards to directly support the decision-making and reporting needs of MHCL leadership and staff.
Duties
DUTIES:
Incumbent serves as an authoritative technical expert and consultant to MHCL group leaders on data management, data mining, and data representation techniques that inform the monitoring, evaluation, and improvement of programs.
Utilizes skillset to design, develop and support the technology infrastructure for the extraction, report interface, creation, storage, and seamless presentation of clinical and administrative data available throughout VHA.
The incumbent is expected to design, implement, and maintain database applications, dashboards, data reporting systems, data sets, and databases that synthesize clinical and administrative data from multiple sources into meaningful and useful information and knowledge for business analysis purposes.
Position performs regular analytical reviews of facility data.
Identifies operational, clinical, and financial scenarios for analysis and recommends ways to optimize efficiency, cost management,
resource utilization, and risk reduction.
Incumbent will provide expert analysis of clinical or administrative data highlighting patient care opportunities and evaluating facility performance in the areas of clinical care, patient satisfaction, access, productivity, consult management, SAIL, utilization management,
efficiency, provider peer review, MCA, finance, and VERA among others.
The incumbent will serve as a resource and consultant to medical center staff based on his/her recognized expertise in the retrieval, organization and interpretation of workload statistics, patient care outcomes and vital statistics, and computer programming skill to develop reporting interfaces.
The incumbent actively participates in defining strategic goals, developing, and implementing administrative and clinic programs, and educating staff regarding processes related to data management, research, assisting in measurement of those goals, and contributing to the success of those projects.
Demonstrates skill in effective written and oral communication, to include expertise in data visualization and expert knowledge of a broad range of computer-based programs for communication, report generation, and presentations.
Notes discrepancies and planned initiatives for effecting remedial actions.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-11 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working on a team dedicated to quality improvement, or with a focus on healthcare operations and/or data. Develops and implements staff training to performance standards; Ensures that deadlines are met for employee appraisals and competencies; Develops special projects and reports; Plans and directs the activities of subordinates; Provides subject matter expertise in the area of Community Care; and Reviews the accuracy and adequacy of current financial reports.

Physical Requirements: The work is primarily sedentary, but may require some walking, bending, stooping, standing, stretching and carrying objects such as files/binders and lifting moderately heavy equipment or other items weighing less than 15 pounds such as Tandberg video equipment. Work also requires spending time performing keyboarding duties and speaking on the phone for extended periods of time.
