This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for the planning and execution of technical C4 support to Joint Staff (JS) J7 directed events to replicate the operational environment, enabling realistic joint training to improve the readiness of Combatant Commands (CCMDs), Services, designated joint and combined force headquarters and coalition partners.
Duties
As a C4 EVENT PLANNER at the GS-0301-13 some of your typical work assignments may include:
Designing and implementing Command, Control, Communications, and Computer (C4) architectures to support Joint Staff (JS) J7 Joint and Coalition training exercises.
Ensuring that the C4 architectures are robust while having the flexibility to be reconfigured quickly to support emergent requirements.
During exercises, serving as the technical director for the Joint Exercise Control Group (JECG) and providing management oversight of the military, contractor and governmental matrixed team that establishes and provides reliable C4 systems to the JS J7 training staff and joint, Service and coalition exercise training audiences both in garrison and to deployed austere environments.
Managing the communication systems, equipment, and personnel during the execution phase of JS J7-sponsored exercises.
Providing technical advice and assistance in the formulation, establishment, and/or analysis of plans, programs and policies, and participates in the resolution of problems on complex, controversial, or precedent-setting matters applicable to joint C4 operations.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Interpreting Service and Joint Command, Control, Communications and Computer (C4) systems and how these systems function within a Service, Combatant Commands (CCMDs), or Joint Task Force Command and Control architecture;
Identifying communications concepts, principles, and practices, including leased circuit actions, frequency management, automated switches, network control/management systems, equipment interoperability, satellite systems, and strategic communications systems to support the mission;
Recognizing Service and Joint training model and simulation (M&S) systems and how these M&S systems stimulate and interface with C4 systems to produce the Common Operational Picture (COP), and understand technical support required;
Utilizing telecommunications systems using a wide variety of equipment to determine appropriate operating characteristics and advantages, and interfacing in a cost effective manner.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
