This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Serves as a program analyst responsible for the day to day programmatic financial and resource management operations.
Provides budget and manpower advice and assistance related to the impact of programmatic financials on directorate operations to Security Assistance Management Directorate (SAMD) leadership.
Identifies existing or potential problem areas and recommends or directs necessary corrective actions or preventive measures.
Develops innovative approaches to ensure budget forecast and execution are properly coordinated.
Prioritize monetary needs for these funds within the Directorate.
Coordinates, develops, defends and presents data for major reviews, and resource management updates for monthly and quarterly resource and execution reviews.
Assists in the development, maintenance and coordination of all programmatic financials and schedule planning, programming budgeting and oversight of ADMIN and CASE funded resources.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year trial/probationary period may be required.
- Must be able to obtain and maintain a Non Critical Sensitive Secret security clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics Certification within 36 months of entrance on duty.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience: 1)Experience planning, programming, and preparing budgets as it affects funding and mission support. 2) Evaluating and monitoring ongoing programs and projects to determine the effectiveness of program operations. 3) Experience gathering, analyzing and preparing reports in order to brief on financial programmatic topics.
