This position is located in the Data Branch, Budget Division, Financial Management. The branch is responsible for developing criteria and assessing the quality of FNS financial and program data submitted by state and local agencies through regional offices and other sources.
Duties
Analyze programmatic and financial data to make projections and conclusions regarding financial implications of program operations. Develop and implement procedures to obtain data that may be presented in tabular form and usable for further analysis.
Use of various software and special internally designed systems. Review, monitor, and analyze program and financial data in systems. Monitor and assess agency's financial and program data bases.
Perform acceptance testing on software programs developed.
Oversees the installation of systems. Participates in the training of new users. Serves as the focal point for user feedback.
Develops criteria for statistically monitoring and assessing financial and program data in order to prepare reports that provide information on the trends and interpretation of these data.
The incumbent prepares analysis, correspondence, staff papers and statistical tables, as appropriate for monitoring and assessing the agency's financial and program data bases.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify for the GS-13: Applicants must possess one year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Demonstrated experience in analyzing programmatic and financial data;
Summarizing reports and other data driven materials in a clear, well-organized manner appropriate for internal, external, and other federal stakeholders;
Analyzing and interpreting USDA program data trends; and
Developing criteria for statistically monitoring and assessing agency customer data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
