This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as a consultant/advisor in areas of organizational effectiveness, lab demo, and Human Resource strategic initiatives.
This is a DEMO position at the DE-03 level; the DE-03 pay band is equivalent to the GS-12 step 1 through GS-13 step 10 grade levels.
Duties
Coordinate civilian human resources functions, such as staffing, position classification, labor relations, employee relations, performance management, compensation, program evaluation restructure/reshape, and the personnel demonstrations projects.
Plan and issue definitive implementation guidance, policies, procedures, and milestones relevant to the Lab Demo.
Prepare a variety of narrative and statistical reports on program status.
Conduct data analysis as it pertains to trends within the demo, such as awards, performance assessment, performance payout, turnover rates.
Conduct training for the pay pool managers and raters.
Provide face-to-face demo training to managers and employees new to the demo; as well as provide refresher training.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The employee must obtain and maintain a Secret security clearance.
- The duties of this position require that the incumbent periodically travel, approximately 25% of the time, sometimes on short notice.
- Position may or may not proceed to the GS-13 equivalent performance level depending on organization performance needs and actual job requirements. Salary control points may be implemented.
- Three year probationary period may be required.

Specialized Experience: One year of specialized experience which includes administering a performance management and assessment (appraisal) program; conducting data analysis to prepare narrative and/or statistical reports on performance program status; assisting managers in employee recruitment and selection; reviewing alternative recruitment and performance management authorities/initiatives for agency implementation; and providing performance management program training to managers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-2/GS-11).
