This position is located at the Miami VA Healthcare System, Supply Chain Management Service. The employee is the Mail Management Officer and is responsible for the overall mail systems operations. The principal duties and responsibilities of this position have the following main components: Mail analysis, Incoming Mail, Outgoing Mail Distribution, Controlled Mail, Training, ADP security and Facility Reproduction program.

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The employee will directly supervise the following: GS-5 Mail Clerks. The incumbent is knowledgeable in various regulations, mailing requirements and shipping procedures. Ensures the mail is processed efficiently and cost effectively. Knowledgeable of mail management principles; VA Directive 6340, VA Directive 6609, VA Directive 7002, working knowledge of the United States Postal Service, Domestic Mail Manual (DMM); International Mail Manual (lMM); rates structures for all common carriers: various computerized shipping systems, Pitney Bowes, UPS Ship Manager, and alternate online carriers' management system. Takes necessary action to ensure that disputed matters are corrected within applicable timeframes for all Fund control points related to mail and reproduction operations. Incumbent directs and supervises sorting and screening of official mail and ensures it is directed to the appropriate offices. The employee recommends and establishes specific pick-up and delivery points throughout Miami VAHCS to provide an even flow of mail. It is the incumbent's responsibility to ensure that there are no delays in dispatching mail in connection with Post Office schedules. Incumbent maintains close liaison with service line personnel and exchange suggestions to facilitate an even flow of mail throughout the facility. The employee is responsible for resolving technical difficulties involving the mail machine, computers, and other equipment utilized in the Mail Center. Incumbent is responsible for assisting with the development of the annual budget for mail fund control points. Incumbent is responsible for managing and budgeting the control point funds for all the metered mail machines. The employee is responsible for the security of mail, which includes mail at high risk for theft such as controlled pharmaceuticals, prosthetics devices, cash and checks. Incumbent is required to initiate investigations by contacting the U.S. Postal Service Investigation office, V.A. Police, and Service/Section Chief when it is discovered that theft may be taking place. Prepares and dispatches the monthly metered mail reports and the daily pharmacy reports. Responsible for providing the projected yearly budget report. Incumbent is responsible for ensuring that the monthly mail activity report is accurate. Workload reports are electronically generated and assembled from the Mail Center for this facility and satellite 1 outpatient clinics. The employee serves as the technical expert for all mail and reproduction activities. one (1) year of specialized experience equivalent to the next lower grade level (GS-6) in Federal Service, that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of a Mail Supervisor? Specialized experience includes knowledgeable in various regulations, mailing requirements and shipping procedures. Ensures the mail is processed efficiently and cost effectively. Knowledgeable of mail management principles; working knowledge of the United States Postal Service, Domestic Mail Manual (DMM); International Mail Manual (lMM); rates structures for all common carriers: various computerized shipping systems. Directs and supervises sorting and screening of official mail and ensures it is directed to the appropriate offices. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The position places several physical demands upon the incumbent. Deliver; routes require extensive walking and travel outside between eight (8) buildings regardless of the weather. Work requires standing and walking for extended periods and may require using stairs. In addition, bending, lifting, and carrying of moderately heavy mail bags and packages (up to 70 pounds); pushing mail carts and mail tubs to deliver mail and packages throughout the hospital, and pushing mail tubs outside the building for the USPS carrier to load. The position requires the operation of a Cushman motorized vehicle, Cushman electric tug with a trailer, on the facility grounds. For mail offsite to multiple points in the Miami and Ft. Lauderdale areas; a government owned vehicle is used. Mail Clerks must possess the physical stamina to load and unload these vehicles by themselves for each established mail run.
