This position is located at the Miami VA Healthcare System, Supply Chain Management Service. The incumbent is the Mail Management Officer and is responsible for the overall mail systems operations. The principle duties and responsibilities of this position have the following main concepts: Mail analysis, Incoming Mail, Outgoing Mail Distribution, Controlled Mail Training, ADP security and Facility Reproduction program.
Duties
Directly supervise the following: GS-5 Mail Clerks.
Be knowledgeable in various regulations, mailing requirements and shipping procedures.
Ensures the mail is processed efficiently and cost effectively. Takes necessary action to ensure that disputed matters are corrected within applicable timeframes for all Fund control points related to mail and reproduction operations.
Directs and supervises sorting and screening of official mail and ensures it is directed to the appropriate offices.
Recommends and establishes specific pick-up and delivery points throughout Miami VAHCS to provide an even flow of mail.
Maintain responsibility for managing and budgeting the control point funds for all the metered mail machines.
Prepares and dispatches the monthly metered mail reports and the daily pharmacy reports. Ensuring that the monthly mail activity report is accurate.
Monitors workflow and workload within the unit daily to ensure timeliness of services, monitors backlogs, inquiries or complaints.
Ensures all employees are notified and/or trained when program changes are implemented.
Maintains reproduction equipment and supplies, resolves technical problems, is responsible for quality of the product and ensures that only high-volume requests are produced.
Supervises the processing of incoming or outgoing mail, including the processing of Express mail and Federal Express.
Oversight of the controlled mail and pharmacy package processing.
Serves as the Contracting Officer Representative (COR) for the Pitney Bowes and UPS contracts.
Plan and schedule ongoing production-oriented work on a quarterly and annual basis.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have 1 year of specialized experience equivalent to at least the GS-5 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: complete and thorough understanding of mail classes and special mail services. Knowledgeable in various regulations, mailing requirements and shipping procedures. Must possess knowledge of VA and VHA policy on processing mail at VHA facilities, especially VHA Directive 96-036. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.

Physical Requirements: Deliver; routes require extensive walking and travel outside between eight buildings regardless of weather. Work requires standing and walking for extended periods and may require using stairs. In addition, bending, lifting, and carrying of moderately heavy mail bags and packages (up to 70 pounds). The position requires the operation of a Cushman motorized vehicle, with a trailer. Applicant must possess the physical stamina to load and unload these vehicles by themselves for each established mail run.
