Serves as Program Analyst within the Orlando Veterans Administration Medical Center (OVAMC) which will provide guidance, and facilitate coordination of health system technology innovation efforts.
Duties
Tracks projects status, facilitating the resolution of issues with internal and external entities, regularly communicating with many stakeholders, customer relationship management, acting as the contracting officer's representative (COR), applying project management principles and practices, contracting and budget analysis, drafting and facilitating the approval of: project management documentation, contracting documentation, budgets, minutes, tracking information, press information, and other communication items.
Drafts statements of work, complete and generate the contracting package.
Solicits participation of business owners in defining and validating innovations requirements and ensure the customer, business owners, and stakeholders are kept abreast and involved through the planning process.
Develops, maintains and reports project plans in support of project priorities and requirement.
Facilitates meetings to execute the project's processes; coordinates and monitors project status; preforms analysis of activity and project status, and utilizes the results as the basis for the project status reporting.
Performs special projects of an analytical, evaluative, technical and/or developmental nature for which there are often no established processes or methods.
Develops supporting rationale, and presents issues and recommendations to appropriate management levels, and proceeds with accepted work plan to complete and implement the assigned project.
Prepares various types of documents; including reports, briefings slides, handouts, documents, budget submissions, cost benefit and requirements analyses, and other written materials as required to detail and support use of federal information processing resources to achieve project and program mission requirements.
Performs work related to developing and monitoring quality programs, plans, procedures, and methodologies; and/or analyzing quality initiatives and processes.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: tracking project status; developing, maintaining and reporting project plans; coordinating and planning activities within an assigned project; facilitating meetings to execute the project's processes; consulting to train managers and supervisors; analyzing and evaluating on a quantitative and qualitative basis to determine project effectiveness.

Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts or equipment. No special physical demands are required to perform the work.
