The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to a client systems team.

Duties

Plans, organizes, and directs the activities within 81st Communications Squadron ensuring that Client Systems Technician services comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 81st Communications Squadron with a variety of installation and functional area organizations. Administers the base local area network (LAN) and wide area network (WAN). Provides customer technical assistance and support.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The employee must be certified IAQ DOD 8570.01M, Federal Information Security Management Act of 2002, and the Clinger Cohen Act of 1996, and obtain Special Experience Identifier (SEI) 264, Information Assurance-
  • - Technical Level 2, IAW current AF directives. Current full-time personnel and new hires will have 6 months to comply with 8570 mandates.
  • The employee must obtain and maintain a secret security clearance.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent of this position is subject to the possibility of a random drug test.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ Specialized Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes the ability to research, interpret, analyze, and apply guidelines, policies, and regulations. Identify the need for special projects and initiates milestones and goals. Experience in planning, development, configuration, installation, and maintenance of network systems to include the LAN/WAN. OR EDUCATION: OR COMBINATION OF EXPERIENCE AND EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Knowledge of safety and security regulations, practices, and procedures. Ability to communicate effectively, both orally and in writing and knowledge of network customer use and systems maintenance sufficient to give needed guidance or training to customers and workgroup managers to prevent problem recurrences. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Knowledge of the network architecture, topology, and protocols typically found at base and lower level organizations. Knowledge of customer support principles sufficient to receive, respond to, and ensure complete resolution of problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
