Duties
Perform the full range of Congressional liaison assignments.
Analyze written correspondence and telephonic requests to determine pertinent issues, extent of research required, and sources from which to obtain information and facts.
Facilitate resolution of all conflicts/nonoccurrence through discussions, meetings, and conferences with principals and subject matter experts.
Plan and execute special projects and may serve as an assistant project manager for official functions (e.g., AUSA functions and orientation seminars for Congressional staff members).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- You may be expected to travel up to 10% for this position.
- Must be able to obtain and maintain a Secret security clearance.
- One-year trial/probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. NOTE: Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-12 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
GS-11 Specialized Experience: Analyzing and preparing official responses to written and telephonic congressional inquiries and determining the level of importance; preparing and providing information papers/briefings to Congressional staffs on sensitive events or changes in Army programs; attends meetings in order to exchange information as appropriate on varying issues and projects such as Congressional briefings and ceremonial events; collaborating with various committees, Senate and House ensuring protocol and procedures are followed. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
GS-11 Education Substitution: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management, Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: Interpreting policies/plans for initiatives of critical and timely interest to Congress; developing comprehensive replies and information papers for the approval/and or signature of leadership and/or congressional staff; facilitating resolution of all conflicts/nonoccurrence through discussions, meetings, and conferences with principals (ex., political appointees, members of the Senior Executive Service, and general officers.) and subject matter experts; coordinating with the Senate, the House and/or their various committees on proper protocol and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
