This vacancy is for a Visual Information Specialist in the Office of Facilities and Environmental Quality within the Department of Commerce.
Duties
As a Visual Information Specialist, you will perform the following duties:
Design and produce visual materials, using Abode InDesign, Illustrator and photoshop including infographics, PowerPoint presentations, reports, social media graphics, and other materials to support OFEQ's communication efforts.
Use graphic design software to create videos, including operating camera and A/V equipment, photography, recording, scriptwriting, editing and coordinating.
Translate data and concepts into visuals that are accessible to a wide range of audiences including the public, congress, and the business community. Preparing publication materials and lay out documents for both print and digital delivery.
Conceptualize and develop visual assets that align with brand and guidelines and support messaging goals.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Nonsupervisory positions cap out at interval 3 of the band.
The ZA-3 is equivalent to the GS-11/12 grade levels.
To qualify at the ZA-3 level:
BASIC REQUIREMENT
Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment.
Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.
OR
Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other artwork, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means.

In addition to the Basic Requirement listed above, you must meet the required Specialized Experience below.
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as:
(1) Using graphic design software to create videos including operating camera and A/V equipment, photography, recording professional interviews, storyboarding, scriptwriting, editing, and coordinating digital storytelling campaigns; (2) Designing and producing visual materials using programs, such as InDesign, Illustrator, and Photoshop, to include infographics, PowerPoint presentations, reports, social media graphics, and other materials to support communication efforts; and/or (3) Preparing publication materials and lay out documents for print and digital delivery.

SUBSTITUTION OF EDUCATION:
Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related (Graduate level education must demonstrate the competencies necessary to do the work of the position.);

COMBINATION OF EDUCATION AND EXPERIENCE:
A combination of education and experience as listed above.
